Plowing operations begin at 3:00 a.m. ev ith seven trucks plowing street routes and one front-end loader plowing parking lots and cul-de-sacs. A 6-inch snowfall takes 8 to 12 hours to plow completely. In the event of a heavy snowfall, all roads will be opened with at least one pass and then plowed completely in the usual sequence after the snow and/or wind has stopped. Each truck plows a designated priority route and then starts a specific residential area. The plow routes are designed to clear the streets for as many residents as possible in the shortest period of time. For this reason,some cul-de-sacs are often just"circled"on the first trip and plowed later by another unit. This at least allows residents access to their driveways. Because trash is collected somewhere in the City, five days per week,one or more of the snowplow routes will encounter trash containers while plowing. Residents are asked to please leave their containers 3-feet behind the curb line so that the snow windrow does- n't knock the container over. The trash trucks have the ability to reach up to six feet back from the traveled roadway. Plow operators will slow down to avoid trash containers but will not stop to move containers or set containers upright that have been overturned.Cooperation by residents will do much to help us keep our plowing on schedule. Salt and Sanding Operations All major intersections, as well as hills and curves, are sanded as needed to maintain vehicle traffic. Elk River, like most cities, does not have the equipment or resources to sand all streets end-to-end,so drivers must use caution when operating motor vehicles during icy conditions and during extremely cold weather. Salt is not an effective ice melter at temperatures below 10 degrees Fahrenheit, so salt and sand are applied on a very limited basis during very cold weather. Please remember it is against city ordinance and state law to plow or push snow from private property onto or across city streets. HAVE A SAFE AND ENJOYABLE WINTER. Operating Snowmobiles on Public Streets The operation of snowmobiles on public streets is permitted only when it is necessary to gain access to designated snowmobile trails,private property or areas which,by Minnesota Statutes, may be used by snowmobiles. Snowmobiles operated on public streets in 'tatted areas within the City's Urban Service Area must be operated on the furthermost right hand portion of the roadway or shoulder sur- e(not on boulevards or on portions of the right-of-way beyond the roadway or shoulder surface),and in single file. • SNOWMOBILING IN ELK RIVER It is unlawful to operate a snowmobile within the city limits in the following manner: 1. On a public sidewalk or walkway used for pedestrian travel. 2. On private property without lawful authority or consent of the owner. 3. Within one hundred(100)feet of any fisherman, fish house,shelter,pedestrian,skating rink,sliding area or in any other area where such operation would conflict with the use or endanger other persons or property. 4. At any place,while under the influenc; of intoxicating liquor,narcotics,or habit-forming drugs. 5. At a rate of speed greater than reasona.le under surrounding circumstances. 6. We have 530 registered so far. Many of these are for the Skating Academy, which continues to grow and be very successful. We are working on staffing the warming houses this year. We have several returning staff members and surprising we have several applications for people interested in working this year. It looks like we'll have no problems getting everything covered (if it ever gets cold enough©). Emporium is going well and concerts continue to be popular with the local students. We have finally gotten the facility back in order now that the construction is done. The students are happy with the new space and feel that it works well for the activities we have there. We are moved into our new space and are really happy with it. Our open house is December 15 during business hours. This will be very informal, with cookies and coffee. We also have magnets with our new address and phone number on them and will be having a drawing for a sweatshirt. I hope you will all be able to stop by. • •
