04-13-2000 HPC MIN MEETING OF THE ELK RIVER HERITAGE PRESERVATION COMMISSION S HELD AT THE ELK RIVER CITY HALL THURSDAY, APRIL 13,2000 Members Present: Kurt Kragness, Cindy Olson, James Nord, and Bruce Penner Members Absent: Bud Houlton, Pat Rassmusson, and Bob Nickerson Staff Present: Stephen Rohlf 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Heritage Preservation Commission(HPC) was called to order at 6:30 p.m. 2. Consider 4/13/00 HPC Agenda COMMISSIONER OLSON MOVED TO APPROVE THE APRIL 13,2000 AGENDA. COMMISSIONER NORD SECONDED THE MOTION. THE MOTION CARRIED 4-0. • 3. Consider Minutes of the March 16, 2000 HPC Meeting AN OFFICIAL MEETING OF THE HPC WAS NOT HELD ON THIS DATE DUE TO A LACK OF A QUORUM OF HPC COMMISSIONERS AND CONSEQUENTLY NO MINUTES WERE TAKEN. 4. Ordinances The various City of Elk River Ordinances that apply to the HPC were briefly discussed. It was pointed out that the city had input from the State Historic Preservation Office when these ordinances were written to ensure they contain what is needed so the City of Elk River qualifies to be a Certified Local Government(CLG). 5. Discuss Future Meeting Dates It was the consensus of those present that the HPC will meet on the second Thursday of each month, starting at 6:30 p.m., at Elk River City Hall. 6. Discuss Heritage Preservation Week—May 15 through 19 It was decided that the HPC will reserve a room at the library on Tuesday, May 16th as a way to introduce the HPC to the community. The following responsibilities for this event were delegated: Kurt Kragness—Reserve the room at the library, provide lemonade, provide historic picture of Elk River and work with the library on how to display them, 1111 and contact the El River Star News regarding an article on the event. Cindy Olson—Coffee, cookies, provide Elk River memorabilia, and a sign-up sheet for those interested in aiding the HPC. Bruce Penner—Paper and Styrofoam cups. Bob Nickerson—Historic slide show presentation. Bud Houlton—Was not at the meeting, but Kurt Kragness will talk to him about providing historic pictures. Pat Rasmusson—Not present. Jim Nord—Will look into getting historic picture. Stephen Rohlf—Provide 1888 plat map and a brief written history of Elk River to hand out. Since there is another HPC meeting before this event, it was decided that the final details will be discussed then. • 7. Discuss Certified Local Government Status (CLG) Bruce Penner researched the State's requirements for the city to become a CLG. He indicated that a letter from the highest elected official of the city (the Mayor) requesting CLG status, copies of the city's ordinances relating to the HPC, and resumes from all HPC members are required. HPC members are requested to submit a resume that demonstrates interest and/or expertise in historic preservation. At least two members must be preservation related professionals (Kurt Kragness, Sherburne County Historian; and Bruce Penner, Archeologist). 8. Items on next agenda It was the consensus of the group that the next agenda include: master plan for HPC, review of items on next Planning Commission Agenda, and May 16th presentation at the library.
