09-14-2000 HPC MIN MEETING OF THE ELK RIVER
HERITAGE PRESERVATION COMMISSION
• HELD AT THE ELK RIVER CITY HALL
THURSDAY, SEPTEMBER 14,2000
Members Present: Kurt Kragness, James Nord, Cindy Olson, and Bruce Penner
Members Absent: Jeff Gongoll, Pat Rasmusson, and Bud Houlton
Staff Present: Stephen Rohlf(Pat Dwyer was also at this meeting)
1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 9/14/00 Agenda
COMMISSION KRAGNESS MOVED TO APPROVE THE AGENDA.
COMMISSION OLSON SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider 8/10/00 Minutes
COMMISSIONER NORD MOVED TO APPROVE THE 8/10/00 HPC
MINUTES AS SUBMITTED. COMMISSIONER OLSON SECONDED
THE MOTION. THE MOTION CARRIED 4 TO 0.
4. Consider Items on Planning Commission 9/26/00 Agenda
The Commission reviewed the items on the 9/26/00 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage.
5. Consider City of Elk River's Status as a Certified Local Government(CLG)
Commissioner Penner informed the Commission that he had most of the items
needed to apply to become a CLG: a letter from the Mayor(only requiring her
signature), the city has adopted the required ordinances, and all but one resume
from the Commissioners. Stephen Rohlf informed the commission that Pat
Rasmusson, due to a conflict with making the meetings, had submitted her
resignation and that Pat Dwyer had applied to be a commissioner. Mr. Dwyer
indicated that he would get his resume to Mr. Penner shortly.
6. Consider Efforts to Recruit HPC Members and Volunteers
This issue was not discussed since Pat Dwyer had applied to fill the only vacant
• position on the Commission.
7. Prepare Inventory Map of Historic Sites and Structures in Elk River
• Discussion of the site known to the State Historic Preservation Office took place.
Additional sites were noted that were known to the Commission. It was decided
that the identification of these sites would take several meetings and perhaps need
to be place on different maps by category, such as transportation or recreation.
8. Discuss Items to be on the October 12th HPC Agenda
The commission decide to place the CLG issue on every agenda until it is
accomplished. The inventory map will be worked on at the next several meetings
and the River Edge Group will be invited to the next meeting to discuss how the
HPC relates to the Historic Downtown area.
9. Other Business
It was decided that Kurt Kragness and Jim Nord will attend" The Great
Conversation" (Operation Elk River) meeting on October 3, 2000 to represent the
Commission's issues.
Seminars to train HPC members and getting on the State's mailing list was also
discussed.
• 10. There being no further business, the meeting of the Elk River HPC was adjourned
at 8:57 p.m.
