10-12-2000 HPC MIN MEETING OF THE ELK RIVER
HERITAGE PRESERVATION COMMISSION

Members Present: Jeff Gongoll, Kurt Kragness, James Nord, Cindy Olson,
Bruce Penner, Pat Dwyer and Bud Houlton
Members Absent: None

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 10/12/00 Agenda
COMMISSION NORD MOVED TO APPROVE THE AGENDA.
COMMISSION PENNER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider 9/14/00 Minutes
• COMMISSIONER KRAGNESS MOVED TO APPROVE THE 9/14/00 HPC
MINUTES AS SUBMITTED. COMMISSIONER OLSON SECONDED
THE MOTION. THE MOTION CARRIED 4 TO 0.
4. Consider Items on Planning Commission 10/24/00 Agenda
The Commission reviewed the items on the 10/24/00 Planning Commission
agenda and felt there were no conflicts or issues regarding the preservation of the
city's heritage. The Commission did note that the deck variance adjacent to West
Twin Lake was near a known archaeological site, but was not directly in it and
they felt it would not be an intrusion.
5. Consider Arrow Building Center's Proposal
It was noted that one of the buildings proposed to be torn down may be part of the
livery stable of the Blanchete Hotel. It was decided that the structures proposed
to be razed for this project be further researched and that this issue be placed on
next moth's agenda. Cindy Olson will research records at the Assessor's Office,
Kurt Kragness will research the Sherburne County Historical Society's records,
Bruce Penner will try to get a historic architect to look at the structures, and Jeff
Gongoll will do research on the old NAPA building.

6. Consider City of Elk River's Status as a Certified Local Government(CLG)
Mr. Rohlf noted that a resume from one more commissioner and a cover letter
from the Mayor is all that is needed for the city's CLG application to be complete.
7. Discuss HPC Issues Concerning the Historic Downtown Area of Elk River with
Representatives of the Rivers Edge Group
Cliff Lundberg was at the meeting representing the Rivers Edge Group. Mr.
Lundberg expressed his group's desire to have a common historic theme in the
downtown area. He suggested restoring the facade of the Old First National Bank
building on the corner of Jackson Avenue and Main Street as a starting point.
Kurt Kragness will contact Charles Nelson, historic architect, to see if he will give
a rough estimate for the renovation. Bruce Penner will research grant
opportunities for this work. It was decided that this issue be placed on next
month's agenda.
8. Discussion on Operation E.R.
Stephen Rohlf and Jim Nord informed the group about what took place at the last
meeting of Operation E.R.
9. Prepare Inventory Map of Historic Sites and Structures in Elk River
• Due to a lack of time, this issue was tabled indefinitely.
10. Discuss Items to be on the November 9th HPC Agenda
It was the consensus of the group that the following issues be on the December
HPC agenda: City of Elk River's CLG status, Arrow Building Center's proposal,
discussion with the Rivers Edge group regarding renovation in the Downtown
area, and prioritizing the HPC time.
11. Other Business
Bud Houlton agreed with having the HPC tour at the Houlton Farm on Saturday,
October 21, starting at 10:00 a.m.
12. There being no further business, the meeting of the Elk River HPC was adjourned
at 8:27 p.m.
