02-28-2001 HPC MIN MEETING OF THE ELK RIVER HERITAGE PRESERVATION COMMISSION • HELD AT THE ELK RIVER CITY HALL THURSDAY, FEBRUARY 8, 2001 • Members Present: Jeff Gongoll, Kurt Kragness, Cindy Olson, and Bruce Penner Members Absent: James Nord, Pat Dwyer and Bud Houlton Staff Present: Stephen Rohlf 1. Call Meeting to Order Pursuant to due call and notice thereof, the regular meeting of the Elk River Heritage Preservation Commission was called to order at 6:30 p.m. 2. Consider 2/8/01 Agenda COMMISSIONER OLSON MOVED TO APPROVE THE AGENDA. COMMISSIONER PENNER SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Consider 1/11/01Minutes • COMMISSIONER OLSON MOVED TO APPROVE THE 1/11/01 HPC MINUTES AS SUBMITTED. COMMISSIONER KRAGNESS SECONDED THE MOTION. THE MOTION CARRIED 5 TO 0. 4. Consider Items on Planning Commission 2/27/01 Agenda The Commission reviewed the items on the 2/27/01 Planning Commission agenda and felt there were no conflicts or issues regarding the preservation of the city's heritage. 5. Discuss Elk River Area Rotary's Plan to Restore the Handke Stadium Kurt Kragness reported that the Elk River Area School Board will consider the restoration of the Handke Stadium at their February 13th meeting. At this time, no action from the HPC is necessary. 6. Discuss Historic Significance of the Hunt Feed Mill Commissioner Olson reported what she knew regarding the feed mill to the group. Stephen Rohlf indicated that he would obtain more information on the structure to present to the HPC at their next meeting. • 7. Consider HRA Downtown Redevelopment Plan • The Commission scheduled Saturday, March 3`d, to inventory the properties identified in the HRA's Downtown Redevelopment Plan. Commissioner Olson is in charge of recruiting members of the community who are intimate with the downtown's history. 8. Other Business Commissioner Penner indicated that the State Historic Preservation Office (SHPO) may have some issues with the city's Historic Preservation Site Overlay Zoning District and that these issues may interfere with the city obtaining Certified Local Government (CLG) status. Commissioner Penner will contact SHPO and the city's CLG status will be placed on the next HPC agenda. 9. Discuss Items to be on the February 8th HPC Agenda It was the consensus of the group that the same items that are on the February HPC agenda will again be placed on the their March agenda, with the addition of CLG status. 13. Adjournment There being no further business, the meeting of the Elk River HPC was adjourned at 8:50 p.m. • •
