HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
THURSDAY, MARCH 8,2001
Members Present: Bud Houlton, Kurt Kragness, Cindy Olson, and Bruce Penner
Members Absent: James Nord, Pat Dwyer and Jeff Gongoll
Staff Present: Stephen Rohlf
1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 3/8/01 Agenda
COMMISSIONER OLSON MOVED TO APPROVE THE AGENDA.
COMMISSIONER PENNER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider 2/8/01 Minutes
• COMMISSIONER OLSON MOVED TO APPROVE THE 2/8/01 HPC
MINUTES AS SUBMITTED. COMMISSIONER KRAGNESS SECONDED
THE MOTION. THE MOTION CARRIED 4 TO 0.
4. Consider Items on Planning Commission 3/27/01 Agenda
The Commission reviewed the items on the 3/27/01 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage.
5. Discuss Elk River Area Rotary's Plan to Restore the Handke Stadium
It was noted that no action by the HPC is needed on this project at this time.
6. Discuss Historic Significance of the Hunt Feed Mill
Stephen Rohlf provided a copy of the abstract for this property. The historical
significance of the building on the site was addressed as part of the HPC's efforts
towards the HRA's "Downtown Redevelopment Plan".
7. Consider HRA Downtown Redevelopment Plan
SThe HPC reviewed their findings from the inventory of properties that was
conducted on March 3, 2001. It was the consensus of the group that the following
areas or groupings of buildings have an elevated level of significance when
• considered together versus individually:

Brick Block—North of Main St. west side of Jackson Ave.
Commercial Block—West of Jackson Ave. south side of Main St.
Commercial Block—East of Jackson Ave. south side of Main St.
Residential Area—South of Main St. east side of Morton Ave.
Residential Area—South of 4th St., north of Main St., west side of Gates Ave.
Residential Area- East of Jackson Ave., west of Irving Ave., either side of 4th St.
The bank of the Mississippi River- Downtown area
The Commission further discussed what should be in the narrative of the plan
regarding the historic significance of the buildings and sites within the study area.
8. Discuss City's Certified Local Government Status
Commissioner Penner indicated that he would inquire as to where the State
Historic Preservation Office is in regards to Elk River's application.
9. Other Business
There was no other business at this time.
10. Discuss Items to be on the April 12th HPC Agenda
• It was the consensus of the rou that the
g p same items that are on the March HPC
agenda will again be placed on the their April agenda, with the exception that
Hunt's Feed Mill will be removed.
11. Adjournment
There being no further business,the meeting of the Elk River HPC was adjourned
at 9:02 p.m.
