HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
THURSDAY,APRIL 12,2001
Members Present: Jim Nord, Kurt Kragness, Pat Dwyer, and Bruce Penner
Members Absent: Bud Houlton, Cindy Olson and Jeff Gongoll
Staff Present: Stephen Rohlf
1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 4/12/01 Agenda
COMMISSIONER NORD TO APPROVE THE AGENDA.
COMMISSIONER DWYER SECONDED THE MOTION. THE MOTION
CARRIED 4-0.
3. Consider 3/8/01 Minutes
. COMMISSIONER KRAGNESS MOVED TO APPROVE THE 3/8/01 HPC
MINUTES AS SUBMITTED. COMMISSIONER PENNER SECONDED
THE MOTION. THE MOTION CARRIED 4-0.
4. Consider Items on Planning Commission 4/24/01 Agenda
The Commission reviewed the items on the 4/24/01 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage.
5. Discuss Elk River Area Rotary's Plan to Restore the Handke Stadium
The Commission asked Cliff Lundberg, who was present at the meeting, to relay
on to the Rotary Club that the HPC is very much in support of the Handke
Stadium project.
6. Discuss Narrative for HRA Downtown Redevelopment Plan
The HPC reviewed the proposed language of their portion of the HRA Downtown
Redevelopment Plan. The need for a context study was reemphasized.

7. Discuss City's Certified Local Government Status
• Mr. Rohlf provided the Commission with a copy of the letter he wrote in response
to the State Historic Preservation Office's concerns with the city's ordinances.
Mr. Rohlf informed the group that the city's application to become a CLG has
been forwarded to Washington D.C. for processing.
8. Other Business
The Commission discussed the following budgetary needs for 2002:
$6,000 - Context Study as a follow-up of HRA Downtown Redevelopment
Plan ($10,000 to $15,000 total - some in kind services and 1/2 paid for
by grant money)
$2,000—Travel, conferences and schools—education for HPC members and
hosting a workshop(s) for the public
$1,000—Technical support
$120 - Dues and subscriptions
$80—Publishing, postage and phones
$9,200 Total
9. Discuss Items to be on the April 12t1i HPC Agenda
It was the consensus of the group that staff inquired into having a joint meeting
with Otsego's HPC. If a joint meeting isn't possible, the same issue will again be
• placed on the next agenda that were on April's agenda, with the addition of
discussion on the Houlton Farm.
10. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 9:05 p.m.
