05-10-2001 HPC MIN MEETING OF THE ELK RIVER HERITAGE'PRESERVATION COMMISSION • HELD AT THE ELK RIVER CITY HALL THURSDAY, MAY 10,2001 Members Present: Jim Nord, Jeff Gongoll, Cindy Olson and Bruce Penner Members Absent: Kurt Kragness, Bud Houlton and Pat Dwyer Staff Present: Stephen Rohlf 1. Call Meeting to Order Pursuant to due call and notice thereof, the regular meeting of the Elk River Heritage Preservation Commission was called to order at 6:30 p.m. 2. Consider 5/10/01 Agenda COMMISSIONER OLSON MOVED TO APPROVE THE AGENDA. COMMISSIONER GONGOLL SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Consider 4/12/01 Minutes COMMISSIONER PENNER MOVED TO APPROVE THE 4/12/01 HPC • MINUTES AS SUBMITTED. COMMISSIONER NORD SECONDED THE MOTION. THE MOTION CARRIED 4-0. 4. Consider Items on Planning Commission 5/22/01 Agenda The Commission reviewed the items on the 5/22/01 Planning Commission agenda and felt there were no conflicts or issues regarding the preservation of the city's heritage with the exception of the Stephan Landscape Service site. SHPO records indicate that scattered artifacts have been found at the Stephan Landscape Service site in the SW 1/4 of the NW 1/4, Section 6, T33, R26. The artifacts included a Hixton ax. The HPC decided to visit the site to further investigate its potential as an archaeological site. 5. Discuss Elk River Area Rotary's Plan to Restore the Handke Stadium The Commission asked Cliff Lundberg, who was present at the meeting, to inform on to the Rotary Club that the HPC is willing to aid them in preparing a grant for this project. 6. Discuss Houlton Farm This issue was tabled until a meeting at which Bud Houlton is present. • • 7. Discuss City's Certified Local Government Status Bruce Penner volunteered to call Michael Koop of the State Historic Preservation Office to find out the status of the city's application. 8. Other Business The Commission decided to request that the city become an Ox Cart member of the Sherburne County Historical Society. Stephen Rohlf informed the HPC that their portion of the Downtown Redevelopment Plan was presented at a joint Planning Commission/HRA meeting on May 8, 2001. 9. Discuss Items to be on the June 14th HPC Agenda It was the consensus of the group that the same issue will be on the June 14th agenda that were on May's agenda. 10. Adjournment There being no further business,the meeting of the Elk River HPC was adjourned at 7:05 p.m. so the HPC could visit the Stephan Landscape Service site, the round barn site and a site where the ox cart trail is still visible. • •
