HERITAGE PRESERVATION COMMISSION

Members Absent: Kurt Kragness and Bud Houlton

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 7/12/01 Agenda
COMMISSIONER OLSON MOVED TO APPROVE THE AGENDA.
COMMISSIONER GONGOLL SECONDED THE MOTION. THE
MOTION CARRIED 4-0.
3. Consider 5/10/01 Minutes
COMMISSIONER PENNER MOVED TO APPROVE THE 5/10/01 HPC
MINUTES AS SUBMITTED. COMMISSIONER NORD SECONDED THE
MOTION. THE MOTION CARRIED 4-0.
4. Consider Items on Planning Commission 7/24/01 Agenda
The Commission reviewed the items on the 7/24/01 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage.
5. Elect HPC Chair
COMMISSIONER GONGOLL MOVED TO NOMINATE KURT
KRAGNESS CHAIR OF THE HERITAGE PRESERVATION
COMMISSION. COMMISSIONER DWYER SECOND THE MOTION.
THE MOTION CARRIED 5-0.
6. Discuss City's Certified Local Government status
Stephen Rohif informed the group that he was in possession of the final
application for CLG status and it was only awaiting the signature of the HPC
Chair.

7. Discuss Context Study of Elk River
• The HPC was in agreement that selective redevelopment combined with
renovation could be a good thing for the downtown area. However, as a group
they were united in the opinion that the razing of the two block area that was
recently proposed would have a dramatic negative impact on a visual feature of
the community that is an integrate part of the city's heritage. The Commission
decided to have Stephen Rohlf draft a statement for their review that they will
send to the Housing and Redevelopment Authority. Lance Lindberg was present
at the meeting. Mr. Lindberg told the HPC that he would try to raise the
community's awareness of the uniqueness of the downtown area.
8. Discuss Elk River Area Rotary's Plan to Restore the Handke Stadium
Cliff Lundberg briefly updated the Commission on this project.
9. Discuss Houlton Farm
This issue was tabled until a meeting at which Bud Houlton is present.
10. Other Business
The Commission decided to request that the city become an Ox Cart member of
the Sherburne County Historical Society. Stephen Rohlf informed the HPC that
• their portion of the Downtown Redevelopment Plan was presented at a joint
Planning Commission/HRA meeting on May 8, 2001.
11. Discuss Items to be on the August 9th HPC Agenda
It was the consensus of the group that the City's CLG status and a context study
of Elk River will be on the August 9th agenda.
12. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 8:15 p.m.
