12-13-2001 HPC MIN MEETING OF THE ELK RIVER
HERITAGE PRESERVATION COMMISSION

THURSDAY, DECEMBER 13, 2001
Members Present: Jim Nord, Jeff Gongoll, Cindy Olson, and Bruce Penner
Members Absent: Bud Houlton, Kurt Kragness, and Pat Dwyer

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 12/13/01 Agenda
COMMISSIONER NORD MOVED TO APPROVE THE AGENDA.
COMMISSIONER GONGOLL SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
3. Consider 11/15/01 Minutes
There was not a quorum of Commissioners at the November 15, 2001 meeting
so an official meeting was not held and consequently no minutes were taken.
4. Consider Items on Planning Commission 12/18/01 Agenda
• The Commission reviewed the items on the 12/18/01 Planning Commission
agenda and felt there were no conflicts or issues regarding the preservation of the
city's heritage.
5. Discuss Context Study of Elk River with City Consultant
Stephen Rohlf informed the group that Carole Zellie of Landscape Research, city
consultant, was unable to make the meeting. The details of the work proposed
and its timing were then discussed.
6. Updates
➢ Discuss Elk River Area Rotary's Plan to Restore the Handke Stadium
Cliff Lundberg informed the HPC that the Rotary Club received a $10,000
grant and has collected approximately $80,000 in donations for the
restoration of Handke Stadium. The total cost of the project is estimated
to be $150,000, but the Rotary plans on beginning the work next spring
even if all the necessary funds are not available.

➢ Discuss Bank Erosion on the Elk River and Potential Archaeological Site.
• Stephen Rohlf informed the HPC that the city did not receive a grant for
this project and that alternative funding will have to be found , if this
project is to move forward.
➢ Discuss City's Certified Local Government Status
There is no new news on the city's CLG status since the State Historic
Preservation Office informed city staff that the application had been
forwarded to the National Park Service.
7. Other Business
The Commission discussed Bruce Penner's resignation and Cliff Lundberg's
application to join the Group.
8. Discuss Items to be on the October 1 lth HPC Agenda
It was decided that city consultant Carole Zellie should be invited to the next HPC
meeting.
9. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 8:32 p.m.
