MEETING OF THE ELK RIVER
HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
MONDAY, FEBRUARY 25, 2002
Members Present: Jeff Gongoll, Cliff Lundberg, Kurt Kragness, Cindy Olson and Pat
Dwyer
Members Absent: Jim Nord and Bud Houlton

1. Call Meeting to Order
Pursuant to due call and notice thereof,the Joint meeting of the Elk River
Planning Commission and the Elk River Heritage Preservation Commission was
called to order at 6:00 p.th.
2. Consider 2/25/02 Agenda
COMMISSIONER DYWER MOVED TO APPROVE THE AGENDA.
COMMISSIONER LUNDBERG SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
• 3. Consider 1/15/02 Minutes
COMMISSIONER LUNDBERG MOVED TO APPROVE THE 1/15/02
MINUTES AS SUBMITTED. COMMISSION GONGOLL SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
4. Consider Items on Planning Commission 2/26/02 Agenda
The Commission reviewed the items on the 2/26/02 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage with a couple of potential exceptions. Windsor Park Third Addition is
located in State Historic ?reservation Office (SHPO) site 21 SHag and JKCD
LTD's request is adjacent to SHPO site 21SHaj.
COMMISSIONER GONGOLL MOVED THAT ANY ARTIFACTS
UNCOVERED DURING CONSTRUCTION OF WINDSOR PARK THIRD
ADDITION AND JKCD LTD'S PROJECT THAT MAY HAVE
ARCHEOLOGICAL SIGNIFICANCE BE REPORTED TO THE CITY
IMMEDIATELY TO CONSIDER WHETHER OR NOT FURTHER
INVESTIGATION IS WARRANTED. FURTHER,THAT THE CITY
RESERVES THE RIGHT TO STOP CONSTRUCTION TO CONDUCT
• THE INVESTIGATION. COMMISSIONER LUNDBERG SECONDED
THE MOTION. THE MOTION CARRIED 5 TO 0.
5. Other Business
•
Stephen Rohlf informed the Commission that the City is hosting a Volunteer
Recognition Dinner on March 25, 2002. The Commission also discussed training
issues.
6. Discuss Items to be on March 14th Agenda
All of the Commissioners in attendance agreed that the city's historic context
study will be the major issue for their March Meeting.
7. Joint Planning Commission/Heritage Preservation Commission Meeting .
At this time, the Heritage Preservation Commission moved to the training room at
City Hall to meet with the Elk River City Council and discuss ongoing issues of
interest to both bodies
8. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 8:30 p.m.
