Members Present: Cliff Lundberg, Jim Nord, Kurt Kragness, Cindy Olson and Pat

Members Absent: Jeff Gongoll and Bud Houlton

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 5/9/02 Agenda
COMMISSIONER OLSON MOVED TO APPROVE THE AGENDA.
COMMISSIONER NORD SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
• 3. Consider 4/11/02 Minutes
The Commission noted that the minutes incorrectly stated Monday, April 11
instead of Thursday.
COMMISSIONER OLSON MOVED TO APPROVE THE 4/11/02
MINUTES WITH THURSDAY REPLACING MONDAY. COMMISSION
DWYER SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4. Consider Items on Planning Commission 5/28/02 Agenda
The Commission reviewed the items on the 5/28/02 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage with one potential exception. Although proposed on an existing lot,
STM's request is close to a known State Historic Preservation Office site.
COMMISSIONER LUNDBERG MOVED TO RECOMMEND TO THE
CITY COUNCIL THAT A CONDITION BE PLACE ON STM'S
APPROVAL THAT ANY ARTIFACTS DISCOVERED ON THE
PROPERTY BE REPORTED TO THE CITY IMMEDIATELY AND THAT
THE CITY RESERVES THE RIGHT TO REQUIRE ADDITIONAL
MEASURES, INCLUDING HALTING CONSTRUCTION, IF
WARRENTED TO PROTECT THE INTEGRETY OF THE SITE.
• COMMISSIONER NORD SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
5. Discuss 2003 HPC Budget
The Commission decided that their priorities for funding in 2003 will be gathering
oral histories (prior to losing any more people with knowledge of Elk River's
past) and continuing the inventory of Elk River's historic places in the area of
Orono (Upper Town).
COMMISSIONER DWYER MOVED TO REQUEST THE FOLLOWING
FUNDS IN 2003:

Travel Conferences & Schools $3,000
Publishing $500
Dues & Subscriptions (Oxcart Membership in SCHS) $500
Inventory of Properties in Greater Elk River (Phase Ones) $5,000
Consultant to Conduct Oral History Interviews $5,000
Total $14,500
COMMSSIONER OLSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
6. Discuss Water Tower at Jackson and 4th
Commissioners Dwyer and Kragness informed the group about their meeting with
• the Elk River Municipal Utilities Commission, where they stressed the economic
potential of the tower for antenna use and that it was a landmark worthy of
designation in a local historic district. They also question if painting the tower
could wait until things could be decided. Commissioners Dwyer and Kragness
are scheduled to meet with Bryan Adams on this subject.
7. Discuss City Comprehensive Plan Process
Commissioner Kragness (the HPC's representative on the Comprehensive Plan
Committee) briefly discussed what had happened in this process so far.
Commissioner Nord was volunteered by the rest of the group to be the HPC's
alternate on this Committee.
8. Other Business
Commissioner Olson questioned if the preservation of open space (traditional
vistas) was the charge of the HPC. It was felt by the rest of the Commission that
open space was not their charge, unless it involved a significant historic, cultural
or archaeological site. •.
Commissioner Kragness discussed a conference in September regarding heritage
preservation. It was decided that all of the Commissioners should try to attend
• this conference.
9. Discuss Items to be on June 13th Agenda
• It was decided that Comnlissioner Kragness would present a slide show at the
June 13th HPC meeting.
10. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 8:44 p.m.
