1. Call Meeting to Order
Pursuant to due call and notice thereof,the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 6/13/02 Agenda
COMMISSIONER LUNDBERG MOVED TO APPROVE THE AGENDA..
COMMISSIONER NORD SECONDED THE MOTION. THE MOTION
CARRIED 4-0.

3. Consider 5/9/02 Minutes
• COMMISSIONER LUNDBERG MOVED TO APPROVE THE 5/9/02
MINUTES AS SUBMITTED. COMMISSIONER OLSON SECONDED
THE MOTION. THE MOTION CARRIED 4-0.
4. Consider Items on Planning Commission 5/28/02 Agenda
The Commission reviewed the items on the 5/28/02 Planning Commission agenda •
and felt there were no conflicts or issues regarding the preservation of the city's
heritage with one potential exception.
COMMISSIONER LUNDBERG MOVED TO RECOMMEND TO THE
CITY COUNCIL THAT A CONDITION BE PLACED ON THE PLAT OF
COUNTRY CROSSING 4TH ADDITION AND THE ASSOCIATED
CONDITIONAL USE PERMITS FOR SUBWAY AND BATTERIES PLUS
THAT ANY ARTIFACTS DISCOVERED ON THE PROPERTY BE •
REPORTED TO THE CITY IMMEDIATELY AND THAT THE CITY
RESERVES THE RIGIjT TO REQUIRE ADDITIONAL MEASURES,
INCLUDING HALTING CONSTRUCTION,IF WARRENTED TO
PROTECT THE INTEGRETY OF THE SITE. COMMISSIONER NORD
SECONDED THE MOTION. THE MOTION CARRIED 4-0.

5. Discuss 2003 HPC Budget
• The Commission reviewed the 2003 budget detail provided by staff and agreed
that it reflected the discussion from their May 9, 2002 meeting.
6. Discuss Water Tower at Jackson and 4th
Commissioner Kragness updated the Commission that a decision on the tower
was postponed until October of 2002 to look into the economic viability of
keeping it by allowing it to be used for communication antennas.

7. Discuss City Comprehensive Plan Process
Commissioner Kragness (the HPC's representative on the Comprehensive Plan
Committee) briefly updated the rest of the Commission on this issue.
8. View Historic Slide Show
The Commission viewed a slide presentation prepared by the Sherburne County
Historical Society at this time.
9. Other Business
Grant opportunities in 2003 for historic preservation work were discussed. Kurt
• Kragness volunteered to research potential Grants
10. Discuss Items to be on June 13th Agenda
It was decided that architectural standards for the Downtown Revitalization
•
Project would be discussed at the next meeting, if available.
