MEETING OF THE ELK RIVER

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meetin g of the Elk River
Heritage Preservation Commission was called to order at 6:30
p.m.
2. Consider 3/13/03 Agenda
COMMISSIONER LUNDBERG MOVED TO APPROVE THE AGENDA.
COMMISSIONER GONGOLL SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
3. Consider 2/13/03 Minutes

MINUTES AS SUBMITTED. COMMISSIONER OLSON SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
4. Consider Items on Planning Commission 3/25/03 Agenda
The Commission reviewed the items on the 3/25/03 Planning Commission agenda
and felt that none of the items had potential conflicts with any known cultural or
historic resources.
5. Consider Conducting Oral Interviews in 2003
The Commission again discussed conducting oral interviews using volunteers. It
was generally felt that the HPC needed to better understand this process and
develop a definite plan prior to asking for volunteer help or commencing with the
project. For April's meeting, each HPC member will come prepared with a list of
what they believe are significant themes in Elk River's past and who should be
interviewed. Kurt Kragness will contact the Oral History Society regarding
someone to provide training for the volunteers

6. Discuss Literature Search and Archaeological Modeling Grant
Kurt Kragness informed the HPC that two University of Minnesota archaeology
students, who are interested in participating in Elk River's efforts, had contacted
him. Professor Guy Gibbon, of the U of M's Anthropology Department, had
informed these students of Elk River's pending project. Mr. Gibbon had been
discussed earlier as a potential project manager. Stephen Rohlf informed the
Commission that city funding for this effort was still in question due to severe
budget concerns, especially if a grant is not received.
7. Comprehensive Planning Process Discussion
The Commission discussed the proposed"Old Town" concept being developed as
a component of the Comprehensive Plan. Members of the HPC that are part of
the Comprehensive Plan Committee will continue to monitor this and other issues
that relate to the HPC's responsibilities and report back to the group.
8. Other Business
Commissioner Lundberg discussed the Elk River Rotary Club's project involving
the original bell from the Elk River School. Commissioner Kragness discussed
his consultation with the Minnesota Historical Society in regards to Handke
Stadium being added to the National Register. Commissioner Olson discussed the
possibility to have past issues of the Elk River Star News (and Sherburne County
• Star News)placed on disc and offered for sale.
9. Discuss Items to be on the April 10th Agenda.
The Commission decided that most of the issues on their March agenda will need
to be discussed again in April.
10. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 8:45 p.m.
