Members Present: Cliff Lundberg, Cindy Olson, Jeff Gongoll, Jim Nord, Pat Dwyer
and Kurt Kragness
Members Absent: Bud Houlton

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 4/10/03 Agenda
COMMISSIONER LUNDBERG MOVED TO APPROVE THE AGENDA.
COMMISSIONER GONGOLL SECONDED THE MOTION. THE
MOTION CARRIED 6-0.
• 3. Consider 3/13/03 Minutes
COMMISSIONER LUNDBERG MOVED TO APPROVE THE 3/13/03
MINUTES AS SUBMITTED. COMMISSIONER DWYER SECONDED
THE MOTION. THE MOTION CARRIED 6-0.
4. Consider Items on Planning Commission 4/22/03 Agenda
The Commission reviewed the items on the 4/22/03 Planning Commission agenda
and felt that most of the items did not have potential conflicts with any known
cultural or historic resources with some exceptions.
COMMISSIONER DWYER MOVED TO RECOMMEND THE
FOLLOWING CONDITION BE PLACED ON THE SCHMIDT GRAVEL
MINING, KINGDOM ESTATES AND CITY MAINTENANCE BUILDING
PROJECTS: "ANY ITEM OR CONDITION FOUND THAT.INDICATES
THE SITE IS LIKELY TO YIELD INFORMATION IMPORTANT TO
PRE-HISTORY OR HISTORY SHALL BE REPORTED TO THE CITY
IMMEDIATELY. FURTHER,THE CITY RESERVES THE RIGHT TO
STOP WORK AUTHORIZED IN ITS APPROVAL UNTIL THE SITE IS
APPROPRIATELY INVESTIGATED AND WORK IS AUTHORIZED TO
CONTINUE BY THE CITY." COMMISIONER GONGOLL SECONDED
IPTHE MOTION. THE MOTION CARRIED 6-0.
• 5. Consider Conducting Oral Interviews in 2003
Commissioner Kragness handed out a sheet titled, "Things to Consider in
Planning an Oral history Project". The Commission will come to the May
meeting prepared to discuss the items contained on that sheet.
6. Discuss Literature Search and Archaeological Modeling Grant
Stephen Rohlf informed the Commission that the city will be receiving a grant for
this work. Mr. Rohlf further indicated that both him and Commissioner Kragness
had received phone calls from University of Minnesota Students who are
interested in helping with this effort and that Professor Guy Gibbon is interested
in doing on-going archaeological field work in Elk River as part of a University
class. It was also reported that the State Archaeologist is extremely excited about
potential historic sites in Elk River.
7. Comprehensive Planning Process Discussion
The Commissioner Lundberg indicated that he had a comfort level with the
proposed "Old Town"designation,but how zoning is applied could affect sites
that have local historic significance.
• 8. Other Business
Commissioner Olson indicated that she is moving to Big Lake Township. Other
Commission members stated that not being an Elk River resident no longer
precludes membership on city commissions.
9. Discuss Items to be on the May 8th Agenda.
The Commission decided that they will discuss the particulars of conducting oral
interviews and the archaeology project at their next meeting.
10. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 7:49 p.m.
