1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 6/12/03 Agenda
COMMISSIONER GONGOLL MOVED TO APPROVE THE AGENDA.
COMMISSIONER HOULTON SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
3. Consider 4/10/03 Minutes
• COMMISSIONER GONGOLL MOVED TO APPROVE THE 4/10/03
MINUTES AS SUBMITTED. COMMISSIONER OLSON SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
4. Consider 5/8/03 Minutes
DUE TO A LACK OF A QUORUM THERE WAS NO MEETING OF THE
HPC IN MAY,THEREFORE, NO MINUTES ARE AVAILABLE
5. Consider Items on Planning Commission 6/24/03 Agenda
The Commission reviewed the items on the 6/24/03 Planning Commission agenda
and felt that most of the items did not have potential conflicts with any known
cultural or historic resources with some exceptions.
COMMISSIONER NORD MOVED TO RECOMMEND THE
FOLLOWING CONDITION BE PLACED ON THE PLATS OF WEST
OAKS AND PHEASANT RUN 2ND ADDITION: "ANY ITEM OR
CONDITION FOUND THAT INDICATES THE SITE IS LIKELY TO
YIELD INFORMATION IMPORTANT TO PRE-HISTORY OR HISTORY
SHALL BE REPORTED TO THE CITY IMMEDIATELY. FURTHER,
• THE CITY RESERVES THE RIGHT TO STOP WORK AUTHORIZED IN
ITS APPROVAL UNTIL THE SITE IS APPROPRIATELY
INVESTIGATED AND WORK IS AUTHORIZED TO CONTINUE BY
THE CITY." COMMISIONER HOULTON SECONDED THE MOTION.
111 THE MOTION CARRIED 5-0.
6. Comment on Draft Comprehensive Plan
The Commission discussed the follow issues with City of Elk
River Planning Director, Michele McPherson:
➢ the "Old Town"designation and the fact that the plan emphasized
redevelopment and does not discuss rehabilitation and reuse and
➢ the retention of the older housing stock to retain the character of the
community and as affordable housing stock.
Ms. McPherson indicated that she would address these issues with the consultant
for the comprehensive plan and identify tools for rehabilitating older buildings.
7. Consider Conducting Oral Interviews in 2003
Due to their workload, the Commission decided to post pone discussion on oral
interviews for the near future.
8. Discuss Literature Search and Archaeological Modeling Grant
The literature search and archeological modeling project was discussed. The
Commission requested that Stephen Rohlf get in contact with Professor Guy
Gibbon regarding this work.
9. Other Business
The Annual Preservation Conference to be held in New Ulm in September was
discussed. Commissioner Olson also questioned whether or not HPC meetings
could cease in the summer months. It was decided that HPC meetings had to be
scheduled every month.
10. Discuss Items to be on the July 10th Agenda.
The Commission decided that the particulars of archaeology project will be
discussed at their next meeting.
11. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 8:00 p.m.
