1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:30 p.m.
2. Consider 7/10/03 Agenda
COMMISSIONER LUNDBERG MOVED TO APPROVE THE AGENDA.
COMMISSIONER GONGOLL SECONDED THE MOTION. THE
MOTION CARRIED 4-0.
3. Consider 6/12/03 Minutes
• COMMISSIONER LUNDBERG MOVED TO APPROVE THE 6/12/03
MINUTES AS SUBMITTED. COMMISSIONER GONGOLL SECONDED
THE MOTION. THE MOTION CARRIED 4-0.
4. Consider Items on Planning Commission 7/22/03 Agenda
The Commission reviewed the items on the 7/22/03 Planning Commission agenda
and felt that most of the items did not have potential conflicts with any known
cultural or historic resources with some exceptions.
The Commission also discussed the revised downtown architectural standards,
which they felt were created to maintain the character of this area. They felt that
allowing 45% to 50% of a development in the downtown area to be four stories
was an economic concession, which compromised the intent of the standards and
would change the character of the area. Further, they strongly felt that the
Utility's building played an important role in the development of Elk River and
should be preserved.
COMMISSIONER LUNDBERG MOVED TO RECOMMEND THE
FOLLOWING CONDITION BE PLACED ON THE CONDITIONAL USE
PERMIT FOR KENTUCKY FRIED CHICKEN: "ANY ITEM OR
CONDITION FOUND THAT INDICATES THE SITE IS LIKELY TO
• YIELD INFORMATION IMPORTANT TO PRE-HISTORY OR HISTORY
SHALL BE REPORTED TO THE CITY IMMEDIATELY. FURTHER,
THE CITY RESERVES THE RIGHT TO STOP WORK AUTHORIZED IN
ITS APPROVAL UNTIL THE SITE IS APPROPRIATELY
• INVESTIGATED AND WORK IS AUTHORIZED TO CONTINUE BY
THE CITY." COMMISIONER HOULTON SECONDED THE MOTION.
THE MOTION CARRIED 4-0.
COMMISSIONER LUNDBERG MOVED TO RECOMMEND THAT
FOUR STORIES SHOULD NOT BE ALLOWED IN THE DOWNTOWN
STANDARDS AND THAT THE UTILITY BUILDING NOT BE TORN
DOWN. COMMISSIONER HOULTON SECONDED THE MOTION.
THE MOTION CARRIED 4-0.
5. Update on Comprehensive Plan
The Commission discussed the fact that their comments have not been added to
the second draft of the Comprehensive Plan. They decided to make a point of this
at the next meeting of the Plan Committee.
6. Discuss Literature Search and Archaeological Modeling Grant
Stephen Rohlf informed the group of a meeting held with the State Archeologist
regarding this project. He also informed the group that Art Hennington, a former
Elk River High School Teacher, was at the meeting. Mr. Hennington is in

tapes to the HPC as part of its oral history project.
7. Other Business
No other business was brought forward at this time.
8. Discuss Items to be on the August 14th Agenda.
The Commission decided that the particulars of archaeology project will be
discussed at their next meeting.

There being no further business, the meeting of the Elk River HPC was adjourned
at 8:12 p.m.
