11-13-2003 HPC MIN MEETING OF THE ELK RIVER
HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
THURSDAY, NOVEMBER 13, 2003
Members Present: Kurt Kragness, Lance Lindberg, Cindy Olson, Jeff Gongoll, and
Pat Dwyer
Members Absent: Cliff Lundberg and Bud Houlton

1. Call Meeting to Order
Pursuant to due call and notice thereof, the regular meeting of the Elk River
Heritage Preservation Commission was called to order at 6:39 p.m.
2. Consider 11/13/03 Agenda
COMMISSIONER LINDBERG MOVED TO APPROVE THE AGENDA.
COMMISSIONER KRAGNESS SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
3. Consider October Minutes
THE REGULAR HPC MEETING IN OCTOBER WAS REPLACED WITH
A JOINT CITY COUNCIL/HPC MEETING, CONSEQUENTLY, THERE
ARE NO MINUTES.
4. Consider Items on Planning Commission 11/25/03 Agenda
The Commission reviewed the items on the 11/25/03 Planning Commission
agenda. COMMISSIONER GONGOLL MOVED TO APPROVE THE
AGENDA WITH STEVE'S RECOMMENDATION TO THE PLANNING
COMMISSION. COMMISSIONER LINDBERG SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
5. Update on Comprehensive Plan:
Commissioner Lindberg updated the Committee on what was discussed at the
previous meeting. He stated that Commissioner Lundberg recommended adding
preservation of historic districts in the Comprehensive Plan. The Planning
• Commission approved his recommendation. At the November 17, 2003 City
Council meeting a public hearing will be held to further discuss the
Comprehensive Plan.
• 6. Discuss Literature Search& Archaeological Modeling Grant
Commissioner Kragness informed the Committee that Professor Rothaus had a
student in mind to work on the project,however the student is working on
something else so he needs to find someone else. Rebecca will call and see
what's going on with the grant.
7. Discuss Items to be on December 11th Agenda
• Oral History Project
• Historic Designation
• Oral history of Handke School and Mr. Handke
• Community Education Oral History Workshop
8. Adjournment
There being no further business, the meeting of the Elk River HPC was adjourned
at 7:20 p.m.
