1. Call Meeting to Order
Pursuant to due call and notice thereof,thregular meeting of the Elk River Heritage

The Commission reviewer ®e items'r t1l 1/23/04 Planning Commission Agenda and
felt that most of the items . riot have potential conflicts with any known cultural or
historic resources.

NUMBER 5.1 BY COMMISSIONER KRAGNESS AND SECONDED BY
COMMISSIONER DWYER. MOTION CARRIED.
5. Discuss October 11 Boards and Commissions Joint Meeting with the Elk River City Council
(Common Goals)
There were concerns about the structure of the meeting. It was suggested that if there is
another meeting,every commission should have everything written out and given to the
Council prior to the meeting. Also,Commissions should be limited to a certain amount of
time to discuss their goals.
5a. Discuss Financing Options for Rehabilitation of Buildings Located Within the Central
Business District
• A memo was written by Heidi Steinmetz,Asst.Director of Economic Development
regarding financial options for rehabilitation of buildings located within the central
Heritage Preservation Commission Page 2
November 4,2004
business district. It was discussed that the HPC should meet with the EDA and I-IRA to •
further discuss financing. It was suggested that the HPC go to the Brick Block to encourage
facade or building rehabilitation. Also,design guidelines should be developed to encourage
the buildings to be restored to what they were. Commissioner Gongoll suggested that the
HPC attend a River's Edge Downtown Business Meeting. The Committee requested that
• staff set up a joint EDA/HRA/HPC meeting to discuss historic districts to encourage
restoration and rehabilitation with financial incentives. The HPC would prefer the creation
of a historic district with standards and financial incentives to be a voluntary effort.
6. Discuss Archaeology Opportunities for 2005
There is $5,000 in the budget if the HPC would like to use it to ards another CLG grant.
Dr.Rothaus would like to see the project continue by doin: c e intensive dig of the
planning mill and paleo site. If more money was available;= e 1880's saw mill would be
included. Commissioner Kragness informed the P a :."ire are other grants available.
The HPC would like to continue having tours,etc. 8 esiden j o learn about the history of
the City of Elk River.
7 Discuss Oral Interviews
Commissioner Dwyer and Steve Rohlf will be conducting an oral interview interviewy1 Bud
Houlton. They asked Commissioner Kragness if he could develop some Witten questions
with focus on downtown busme: ; The HPC will conduct the interviews and the
Sherburne County Historical Soc1 ty+� eep them. It was discussed that one of Dr.
Rothaus'students could transcribe e m a .i,-ws. Commissioner Kragness recommended
that release forms be signed before t o in ervre-4 aHe will send out an e-mail of the form

There being no further business,the meeting of the Elk River HPC was adjourned
at 8:15 p.m. Next meeting was set for Thursday,January 13,2005.
