a 2014 Vac-Con Sewer Cleaning truck.
Background/Discussion
During the fleet presentation earlier this year, staff explained the cost savings by replacing the Vac-Con
truck in 2014. Council agreed to accelerate the purchase.
The Vac-Con is a critical piece of equipment for the Wastewater Division. Vac trucks clean by pushing
water under high pressure through the lines and removing obstructions. They have specialized cameras
and video equipment to inspect and monitor line condition. Most lines are blocked with debris, FOG or
tree roots—all of which contribute to sanitary sewer overflows. Work sites with limited access prevent
the use of large excavators and trucks. The Vac-Con has an 800' 3/4" jet hose and allows operators to clear
lines in tight areas. The efficient process reduces the amount of rainwater and ground water from
infiltrating the lines through cracks and breaks, as well as preventing blockages and sewer back-ups.
The bid amount includes a $50,000 trade-in allowance for the existing truck and a $20,000 discount if the
purchase is made prior to the end of 2014. The discount results from EPA Tier 4 Emission Standards
which require regulated non-road diesel engines produced after January 2015 to include special emission
components which further reduce levels of nitrogen oxide,particulate matter and hydrocarbons.
Purchasing the Vac-Con truck in 2014 will allow the city to avoid the $20,000 upcharge.
Financial Impact
The Wastewater Division is an enterprise fund and a budget amendment will be made at the end of the
year to reallocate funds for the purchase of the Vac-Con in 2014. Cash flow forecasts were reviewed
during the recent budget review. The actual expenditure of funds will be close to the end of the year as
the vehicle will need to be built.

3.3 Automatic Vacuum Breaker-The automatic vacuum breaker assembly is located inside the body.
A full indication activates an automatic vacuum breaker shut down system that completely shuts
down 100% of the airflow to the vacuum system to prevent body overfilling &wastewater discharge
into the atmosphere. The vacuum breaker system is automatically activated (closed)when the
parking brake system is released to eliminate carryover during transit. The system is also
controlled, activated, at the front hose reel control station and pendant control. This feature enables
the operator to pick up large debris with boom and place debris on the road surface. This system
system is used for safety in the event suction must be shut off in case of an emergency. Standard

chamber to the fans without clean out box is provided. The separator removes particles from the
