ICESR 04-01-1997 ty of � MEMORANDUM lk � River TO: Ice Arena Commission FROM: Pat Klaers, City Ad ist ator DATE: March 27, 1997 SUBJECT: Agenda Memo The first regular Ice Arena Commission meeting is scheduled for Tuesday, April 1, 1997, at 6 p.m., at City Hall. 5. Project Overview The ice arena expansion project is substantially completed, but many items remain to be worked on this summer before the project is totally final. I have invited Construction Manager Pat Barnett from • Mortenson to this Commission meeting in order to update Commission members on the status of the project, discuss some remaining outstanding issues associated with the construction project, and answer questions from Commission members on "what went right/what went wrong and what needs to be looked at in the future with this project." A meeting is set up for Wednesday, April 2nd with city staff, Mortenson, RSP Architects, and the contractors in order to come to some conclusions regarding the outstanding issues associated with this project. There are issues remaining for the bleacher group, the general contractor (Shaw), rink systems, and the mechanical contractor (Horwitz). The list of miscellaneous issues also includes the paving work, fencing work, a punch list for the outside of the building, correcting the snow melt pit situation, and resolving the roof leaking situations. All of the above noted issues need to be addressed before the project is final, but it should be stated that this list for the ice arena project is not much different than what we see for other building construction projects. What we have is much more than four walls and a sheet of ice, but no one should be under the impression that we had a big budget for this project and everyone should understand that the overall project is not finished but is still evolving toward completion. 6. Usage Schedule for Ice Rinks At the last Ice Arena Commission meeting on March 4, 1997, Ice Arena Manager Rich Czech distributed the current schedule for 1997-98 usage of the two ice rinks. If an updated schedule is not included with this packet, one will be distributed by Rich at the meeting. At the meeting Rich can walk us through the schedule to explain where we are at in terms of rental of the ice rinks. On the positive side of things, I understand that the Monticello school has been confirmed as using Elk River for practice skating and its home rink for games. While this should help us meet our ice time revenue projections, we then have to address any potential conflicts for scheduling between Monticello, youth hockey, and the Elk River School District. Rich should also be able to provide us with an update on the summer • schedule for dry floor events. 7.1. Dasherboard Signage Currently no signs for the dasherboards have been sold. A push needs to be made to encourage advertisement on the dasherboards for next season. At this Commission meeting we should follow up on the discussion that took place on March 4th regarding developing a strategy and/or committee to sell dasherboard signs. Attached is some material from Rich on this sign program. 7.2. Outside Signage and Arena Name This item came up at the last Commission meeting and we should follow up on that discussion regarding an official name for the new complex and what type of signage is appropriate. 7.3. Insurance Commissioner Jeff Asfahl requested some clarification on the city's policies and procedures regarding the ice arena. Specifically Jeff asked • about insurance for groups that use the arena. It should be noted that Ice Arena Commission Agenda Memo Page 3 4110 the city does not cover outside groups when they are using the arena. The only groups covered by the city are groups sponsored through the Community Recreation program or ones which are organized independently by the Arena Manager and approved by the city. For example, the city does cover open skating activities as this is a city sponsored program, but would not cover any special hockey camp programs. Youth hockey, and all the programs under the youth hockey association, must be covered by the youth hockey insurance policy. If you have specific questions regarding groups or organizations, you should have them reviewed by Rich who will then check with Lori Johnson and our city insurance agent. 7.4. Building Plaque Commissioner Gongoll began a discussion on a building plaque at the last meeting and this discussion should continue as to the content, size, quality, location, etc. of a plaque. The cost of the larger of the two plaques at Elk River City Hall was approximately $550 each. 7.5. Public Address System At the last meeting Rich handed out information which showed a • proposal for the purchase of a public address system for $9,500 excluding tax. The Commission should decide if this is the only proposal they want to pursue. The city always likes to have more than one proposal to evaluate. The city hopes that the School District will contribute towards this improvement as no city funds were budgeted for this expenditure. 7.6. Cable TV Activities City Clerk Sandy Thackeray is the city representative on the Cable TV Commission. Information that Sandy has received is that Jones Intercable videotapes and airs community events, but there is not sufficient time to do all of them. However, it was noted that Elk River has the majority of these community events on Cable TV as compared to the other communities in the Commission. Sandy was encouraged to have residents tape community events and give those tapes to Jones for playback on Cable TV. The playback would be on Channel 8. Mahtomedi Ice Arena Attached for your review is a newspaper article from the 3/24/97 St. Paul Pioneer Press regarding the city of Mahtomedi's efforts to construct an ice arena. It appears that the citizens are going to force a public referendum on this question. It also appears that the proposed arena is expected to operate in the red by the amount of$60,000 per year. The city of Elk River has higher expectations for its arena project and we believe these expectations can be reached by way of having ice rental from two rinks paying for the debt on the new arena. 7.8. Next Meeting By resolution, the next regular meeting is schedule for August 5th. The Commission should discuss if they want to meet before this time and if this meeting should be scheduled now or if it should be called in the next few months by the Chair. 8. ELK RIVER ARENA • 1000 SCHOOL STREET ELK RIVER, MN 55330 We are excited to have the opportunity to introduce an advertisement program that benefits both the advertisers and the customers of our new facility. This program is our Dasherboard Advertising Signs. Each advertising panel is 34"high x 8' long and is made of an indestructible Lexon panel. The panels are professionally made and consist of the same standards of many of the N.H.L. and collage Arenas. The advertising panels are located along the boards where all the action is taking place. Each game is between one and two hours in length, creating a captivated audience that can not help but to notice the advertising panels. Where else could you put your advertising that could draw this kind of attention? The Olympic size rink currently has seating for over 500 spectators and standing room for another 1,000. When completed there will be seating for over 1,200 spectators and another 500 for standing room. The Advertising revenue helps to defray the cost to our participants, which include Elk • River Youth Hockey, Elk River Figure Skating Club, St. Michael Youth Hockey, Monticello Youth Hockey and several other Youth Hockey Associations. The Arena is also home for the Elk River Boys and Girls High School Hockey teams as well as the Monticello High School Hockey team. We are also excited about the starting of a new Curling program at the Arena, that we hope will begin this winter. Thank you for your time and please do not hesitate to call if you have any questions. • • Elk River Arena Sign Sales High School Hockey Over 225 hours of Elk River Girls and Boys Varsity and Junior Varsity practice times and scrimmages are sold throughout the season. Elk River Girls Varsity and Junior Varsity teams will have eleven home games this season. Last year the games averaged over 100 spectators for each game. Elk River Boys Varsity and Junior Varsity teams will have twelve home games including the first round of sections this season. Last year's games averaged about 500 spectators for each game. Monticello Boys High School Varsity team will also be using the arena for their home games this coming season. Elk River Youth Hockey Elk River Youth Hockey currently has over 450 skaters and 300 families participating in their Association. Skaters range in age from the Mites (4-6 year olds) to the Midgets (15 -18 year olds). There are two levels that skaters and their parents can choose from, House and Travel. House level teams play at a recreational level, while Travel level teams play on a more competitive level. There will be a estimated eleven Travel teams and fourteen House teams this season. Together they will rent over 1,200 hours of ice time from the Arena. Out of these hours there will be over 200 scheduled travel games with approximately another 150 house games through out the season. Not included in these games are a number scrimmages at both the House and the Travel level. Skate Club The Skate Club meets once a week and has over 100 participants in their program. There are Toddlers to High School age skaters in this program. Tournaments The Arena will play host to three Elk River Youth Hockey sponsored weekend Tournaments this coming season. Each Tournament brings in sixteen teams from all over the North American region. We will also be hosting District 10 playoffs in mid February and a V.F.W. sponsored A- Bantam Tournament during the second week in March. • • Other Associations In addition to Elk River programs, St. Michael /Albertville , Osseo, Maple Grove and Monticello Youth Hockey also rent several hours of ice time. Included in their hours are practices, scrimmages and games. Men's League As well as youth programs, Elk River Arena also has the North Metro Senior Hockey League playing their games at the Arena. The league consists of eight teams with everyone playing each team twice. Playoffs are played at the end of the season in March. Open Skating/Hockey The general public is encouraged to visit the Arena during the several scheduled sessions of Open Skating and Adult Open Hockey through out the season. Walking Track W now have an indoor walking track that is open to the public during times the arena is open. We also have a 50 and over group that meets regularly on Mondays, Wednesdays, • and Fridays. As mentioned, we are still in our"infant"stages, being established December 17, 1996. We are not yet Incorporated, or recognized as a Tax-Exempt Organization. We have an idea, and are currently in the process of finding out how feasible this idea is! Our objectives are as follows: 1. To become a self sufficient association within the area, promoting the sport of curling to adults as well as establishing youth programs. 2. To obtain funds through various activities as well as sponsorship from individuals, local businesses and organizations, in order to defer some of the expenses involved in the sport. • 3. To participate in other amateur curling activities as designated by the voting officers. Curling is gaining more and more popularity, not only in Minnesota, but worldwide. During the curling season, (October through March), over a million curlers take to the ice in Canada, Australia,New Zealand, Japan, most European countries and 25 of the United States. The World Curling Federation governs international competition; the United States Curling Association is a member of the WCF and the US Olympic Committee. Curling is an activity which teaches true sportsmanship, and is not limited to the young. It is not uncommon to see curlers who are in their 60's competing against 25 year olds. It is truly a sport that bridges the generation gap! We believe this is an opportunity to build and solidify relationships in our local community.
