SUBJECT: Purchase of 2004 Grass Rig Pick-Up

The 2004 Fire Department budget includes, under equipment reserves, a ne~v 4X4 pick-up
to be used as a frrefighting grass fire unit. The Fire Department has developed a 20-year
capital improvement plan and this falls under the replacement of the 1988 Ford grass unit.
I have reviewed the 2004 State of Minnesota Bid Specifications for pick-up trucks and have
also requested a bid from Elk River Ford and sales person, Wade Turner.
The following are the results of the State Bid Specifications and the submitted bid from Elk
River Ford. After reviewing the State Bid Specifications and other recommended options
for a heavy-duty service type grass unit vehicle, I am recommending the following
specifications: A Ford F350 4X4 with 6.8 V10 engine, vinyl upholstery, 4.30 limited slip rear
axle, heavy duty front suspension and rear stabilizer bar, Class V hitch receiver, and
collapsible trailer tow mirrors. The options as noted above are the same cost with the State
Bid as with Elk River Ford. The State Bid has a delivery charge from the vendor's location
to the delivery location at $1 per mile. The State Bid is from C&M Ford in Hallock, MN,
which is 360 miles, therefore, a savings of $360 with no delivery charge from Elk River Ford.
I am requesting Council approval for the purchase of a Ford F350 pick-up truck from Elk
River Ford with the options as stated above for the purchase price of $21,613.00. The Elk
River Fire Department does not pay sales tax on a vehicle that shall be used for emergency
response. Funding for the 2004 Ford F350 pick-up truck, slide in tank unit, radio, light bar
package, and miscellaneous items are budgeted for $45,000 and shall be from equipment
reserves.
I have enclosed for your review the State Bid and Elk River Ford's submitted bid referencing
pick-up trucks.
