I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission
was called to order at 6:30 p.m. by Chair Eric Johnson.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 8/26/2014 Planning Commission Agenda
Moved by Commissioner Keller and seconded by Commissioner Petschl to approve
the August 26, 2014, Planning Commission agenda with the following addition:
8.2—Discuss Gravel Mining
Motion carried 7-0.
4. 7/22/2014 Planning Commission Minutes
Motion by Commissioner Konietzko and seconded by Commissioner Larson-Vito to
approve the July 22, 2014, Planning Commission minutes. Motion carried 7-0.
5.1 Request by Starbucks for Conditional Use Permit to Amend PUD
Agreement— Signage, 19171 Freeport St NW, Case No. CU 14-15 — Public
Hearing, continued from July 22, 2014
The staff report was presented by Chris Leeseberg. Mr. Leeseberg noted that staff revised
Item 4 of the PUD amendment language to address building signage facing arterial roads.

Chair Johnson opened the public hearing. There being no public comment, Chair Anderson
closed the public hearing.
Motion by Commissioner Jeremy Johnson and seconded by Commissioner Keller to
recommend approval of the request by Starbucks for a Conditional Use Permit to
amend the Elk Park Center PUD Agreement,with following language:
Wall Signs (Multi-Tenant Building)
1. Fascia signs for individual retail tenants shall be for store identity only.
2. Capital letters shall be no larger than 32" high; lower case letter shall be no larger
than 24" high. Signs shall be centered over the entrance doors to the tenant
space, or the leased area, but in no case shall they extend closer than 3'-4' from
the projected lease line.
3. These signs shall be internally illuminated, individual letters placed on a 4"
square electrical raceway,painted to match the brick facia.
4. No signage shall be permitted on the sides or rear of the building, other than that
required for delivery identification or traffic control. For sides of buildings facing an
arterial road, one sign not exceeding 20 square feet shall be allowed.
5. Attachment D illustrates a typical wall sign.
Motion carried 7-0.
5.2 Request by Brian Brehmer for Conditional Use Permit for Car Wash at
Ralphie's Victory Lane, 13784 Highway 10, Case No. CU 14-18 — Public
Hearing, continued from July 22, 2014
The staff report was presented by Zack Carlton. Staff recommended approval with the three
conditions listed in the report.
Chair Johnson opened the public hearing. There being no comment, Chair Johnson closed
the public hearing.
Chair Johnson stated he did not see any issues with the request.
Motion by Commissioner Jeremy Johnson and seconded by Commissioner
Konietzko to recommend approval of the request by Brian Brehmer for a Conditional
Use Permit for a car wash,with the following conditions:
1. The Conditional Use Permit is not a building permit and the applicant must
apply for and receive approval of required building and sign permits before
construction may begin.
2. Staff approval of a revised landscape plan prepared by a landscape architect.
3. Staff approval of revised site, drainage, and utility plans
Motion carried 7-0.

There being no further business, Commissioner Jeremy Johnson moved to adjourn the
meeting.
