RE: DESIGNATION OF MUNICIPAL STATE AID MILEAGE
Dear Mr. Klaers:
As the City continues to develop and build more miles of local streets, the Municipal State Aid
system allows designation of additional mileage. The City currently has just over 2.5 miles of
undesignated mileage to be placed on the City's MSA system. I am recommending that the two
locations this mileage be placed would be Elk Hills Ddve from Dodge Avenue eastedy to connect
with CSAH 13, and 221st Avenue from Trunk Highway 10 eastedy to CSAH 21 at Monroe Street.
The attached map shows these two locations. The reason I have recommended these two
locations are in anticipation of future improvements along Trunk Highway 169 with the MnDOT
Interregional Corridor Improvements. As you are aware, the City does not receive additional
funding through the MSA system unless this mileage is designated somewhere on the City system.
In addition, in the future, if no MSA dollars have been spent on a route, it is relatively easy to
remove the designation and move it to another location in the City.
Attached is a resolution requesting that these two areas be officially designated MSA routes in the
City's system. I would recommend adoption of this resolution by the City Council.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ESTABLISHING STATE AID HIGHWAYS
WHEREAS
it appears to the City Council of the City of Elk River that the streets hereinafter
described should be designated Municipal State Aid streets under the provisions
of Minnesota law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota,
that the streets described as follows, to-wit:
Elk Hills Drive from Dodge Avenue eastedy to CSAH 13
221st Avenue from Trunk Highway 169 eastedy to the intersection of
Monroe Street and CSAH 21
be, and hereby are established, located, and designated Municipal State Aid
streets of said City, subject to the approval of the Commissioner of
Transportation of the State of Minnesota.
BE IT RESOLVED IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to forward two certified copies of this resolution to the Commissioner of
Transportation for his consideration, and that upon his approval of the
designation of said road or portion thereof, that the same be constructed,
improved and maintained as a Municipal State Aid streets of the City of Elk River.
