Request Plant Place is requesting a general planning permit for a temporary greenhouse/garden center in the Coborn's parking lot. 60-Day Rule To comply with the 60 day rule, without an extension, this item needs action by April 9, 2004. Location 19424 Evans Street Lot 1, Block 2 Hillside Crossing Attachments · Location Map · Applicant's letter · Site Plan Zonin~/Land Use PUD (Planned Unit Development) / HB (Highway Business) City Council / GP 04-01 March 15, 2004 Page 2 Overview Plant Place is requesting a general planning permit to locate a temporary greenhouse in the Coborn's parking lot. They will be selling bedding plants, nursery stock and other gardening supplies from mid April through the first week of July. The proposed hours of operation are Monday through Saturday 9 a.m. to 8 p.m. and Sundays 10 a.m. to 6 a.m. They will be using a 20' X 120' temporary greenhouse/display area. The total area for the garden center operation is 2,400 square feet. The proposed location is in the parking lot along Evans Street and will displace about 25 parking spaces. The location will not disrupt traffic flow nor does it create any parking problems. The garden center has been in the same location for the past 8 years without any Issues. Recommendation Staff recommends that the City Council approve Plant Place's request for a general planning permit to allow a temporary greenhouse/garden center with the following conditions: 1. NO ELECTRICAL SERVICES SHALL BE ACROSS ANY DRIVE OR WALKING SURFACE. 2. IF TRAFFIC BECOMES A PROBLEM AROUND THE TEMPORARY SITE, THE SALES AREA SHALL BE DELINEATED WITH A BARRIER TO RESTRICT TRAFFIC. 3. THE GREENHOUSE/GARDEN CENTER BE MAINTAINED FREE OF DEBRIS AND KEPT IN AN ORDERLY CONDITION. 4. THE LOCATION OF THE GREENHOUSE IS CONSISTENT WITH THE SUBMITTED SITE PLAN. 4. THE GREENHOUSE AND DISPLAY AREA BE REMOVED WITHIN ONE WEEK OF THE END OF THE SALES PERIOD AND THE SITE BE RETURNED TO ITS PREVIOUS CONDITION.
