The applicant requests a Conditional Use Permit to operate a Dance Studio and retail space

determinations by findings or a report stating how the proposed use does not comply with
the standards set forth in section 30-654.
Overview
The applicant would like operate a Dance Studio with a small retail space in the Elk River
Plaza. The location of the proposed facility will be in the multi-tenant building that contains
Buffalo Wild Wings (the north end of the movie theatre). The overall square footage of the
establishment will be 5,091 with 821 square feet of that dedicated to the merchandise area.
At the staff site plan review meeting, there were no issues raised in regards to the proposed
business.
Analysis
The school would be staffed by 6 full time employees with 12-15 part time employees. The
number of students expected to be using the facility will be 24-50 students per hour to hour
and a half.
The hours of operation will be 8:00 am to 10:00 pm. Monday through Saturday. The dance
school year is September through May with more sporadically scheduled summer classes

offered June through August. The business will be for scheduled students and not for open
dancing to the public.
The establishment will have an area for purchasing supplies (ie. dance shoes, clothing such as
street wear to customs) for dancers, skaters, gynmasts, schools, church groups and more.
Access to the site will be from Freeport Avenue at the location of the Dolphin Car Wash
entrance or at the entrance near the Bank of Elk River. There is also another entrance
roughly equal distance between those two locations.
There is ample parking for the establishments in the larger parking lot directly in front of the
business.
Planning Commission Actions
The Planning Commission unanimously recommended approval of the Conditional Use
Permit.
Recommendation
Staff and the Planning Commission recommend the City Council approve the Conditional
Use Permit to operate a Dance Studio with a retail area for dance equipment with the
following condition:
IF THE BUSINESS IS TO EXPAND BEYOND 5,091 SQUARE FEET,
THE APPLICANT SHALL APPLY FORAN AMENDMENT TO THE
CONDITIONAL USE PERMIT.

Dancin On Broadway is a dance studio in Brooklyn Park since 1984. Since that time our
studio has grown from 97 students with 2 teachers on 1 dance floor, to over 800 students
with about 30 employees, 4 dance floors, and a large retail store.
We are looking to expand to Elk River to meet the needs of our families who are
currently or have recently moved to that area or surrounding areas.
What Our Elk River Location Will have To Offer: · Classes for the entire family: pre-school through Senior Citizen.
· Varity of classes offered: ballet, jazz, tap, pointe, lyrical, hip hop, and more.
· Dancin On Broadway has something for every level of dancer.
· Recreational, Technical, Performing, and Competitive Programs available.
· Our dance school year is September through May with summer classes offered in
June, July, and August.
· We hope to have 24 to 50 students attending class per hour to hour and a half.
Students may be dropped off, or parents may stay.
· Classes will be offered Monday through Saturday.
· Employees - 6 full time and 12-15 part time.
· Our retail store will provide equipment for dancers, skaters, gymnasts, schools,
church groups and more.
Many things we carry in our store are very hard to find items.
