Action Requested
Approve,by motion,a Memorandum of Understanding with the Sherburne County Soil and Water
Conservation District (SWCD) for the completion of a Lake Orono Sub-watershed Assessment.
Background/Discussion
Similar to the Mississippi sub-watershed assessment completed in 2011, staff proposes we again work
with the Sherburne County SWCD to complete an assessment of the area draining to Lake Orono.
The goal of the study will be to analyze and prioritize system retrofits that can enhance stormwater
treatment before sending water to Lake Orono. Analyzing and having recommendations made through
this formal study allows us future opportunities to qualify for clean water type grants to complete the
improvements.
The study further shows our continued progress toward meeting the post construction stormwater
management requirement (Minimum Control Measure 5) of our MS4 permit.
Financial Impact
The total cost for the study as estimated by the SWCD is $13,750. The city share of the cost will be up to
$2,750. The SWCD has secured the remaining funding through a state grant.

AND
THE CITY OF ELK RIVER
FOR
ORONO LAKE SUBWATERSHED ASSESSMENT

A. PURPOSE
The purpose of this project is to identify and rank projects that will improve water quality in the urban
service area of the Lake Orono watershed. These projects may include retrofitting existing practices,
treating street runoff via the use of infiltration practices or other innovative practices as identified.
Potential projects will be ranked by the amount of pollutants kept out of the lake per dollar spent,
thereby prioritizing the use of limited financial resources. After completion of this study the Soil and
Water Conservation District and The City of Elk River will pursue installation of the most favored
projects. The study will provide information needed to write competitive grant applications for this
purpose.
B. COST
In full consideration for services under this Agreement, the City shall provide the required 25% match
not to exceed $2,700. City staff time for assistance with tasks listed and agreed to in Exhibit A and/or
payment to the District from the City, for its services to complete the study.
C. ROLES AND RESPONSIBILITIES
