Action Requested
Adopt,by motion, the attached ordinance amending section 34-32, Chief of Police.
Background/Discussion
The position of assistant chief was established in the Police Department in 1998.Jeff Beahen was the first
and only assistant chief.
The assistant chief position became nonexistent in 2003 when the position was converted to captain.
Brad Rolfe was the first captain in 2003. The department currently has an administrative and a police
captain.
City ordinance currently designates all powers and duties to the assistant chief during the chief of police's
absence or disability. The ordinance is being amended to reflect the captain positions.

An Ordinance Amending Section, 34-32, Chief of Police, of the City of Elk River,
Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That§34-32, Chief of Police of the City of Elk River Code of Ordinances shall be
amended to read as follows:
The chief of police shall have supervision and control of the police department and its members.
The chief of police shall be responsible for law enforcement and for property of the city used by the
department. The chief of police shall be responsible for the proper training and discipline of the
members of the department. Further,the chief of police shall be responsible for the keeping of
adequate records and shall report on the needs of the department and its work. Every member of
the department subordinate to the chief of police shall obey the instructions of the chief of police
and any superior officer. The ,,,.,stab, chic(designated police captain shall have all the powers and
duties of the chief of police during his absence or disability.
SECTION 2. That this ordinance shall take effect upon adoption and be published as provided by
law.
Passed and adopted by the City Council of the City of Elk River this 6th day of October, 2014.
