Approve,by motion,the establishment of a`No Parking Zone' on Industrial Circle to be evaluated for
need in the Spring of 2015.
Background/Discussion
On February 10, 2014, Eric Haehn,President and CEO of Gradient Technologies, sent a letter to the city
requesting 'No Parking' signs be installed from his business entrance to 100' east past his mailbox.
Since the ground was frozen, staff placed temporary signs `No Parking' signs 25' on each side of their
entrance. This approach was not effective as Gradient Technologies contacted the city again in August
for assistance.
Before requesting the Council approve additional signage, staff considered an alternative paint the curb
yellow 25' on each side of the business entrance. This has not been effective either.
Recently,Ron Patterson,President and CEO of Classic Acrylics, sent a letter to the city with similar
concerns that parking was impacting his business operations. Mr. Patterson requested the city's
consideration to install `No Parking' signs east of his driveway and continuing east past his mailbox.
The parking congestion is mostly from PSB employees. PSB is in the process of constructing a parking
lot which will alleviate much of the problem. Staff proposes to sign the entire area and re-evaluate the
need in the spring when PSB has their new parking lot.
Signing Industrial Circle should improve traffic flow and reduce safety concerns, specifically;
• Freight delivery/pick-up is challenged when maneuvering in and out of business entrances.
• Postal service is impacted when vehicles are parked too close or in front of a mailbox.
• Snow plow activities are impeded by the narrow passageway and inability to plow curb to curb.
• Emergency and fire access is restricted when vehicles are parked on both sides of the street.

RE: Street Parking on Industrial Circle
Dear Members;
Classic Acrylics, Inc. has sufficient parking to accommodate our employees and any visitors to our
facility. However, not all of the surrounding businesses/school are in the same position. Many of their
employees/visitors need to park on Industrial Circle, Including both sides of the street and encroaching
on the entrance to our facility.This situation will only get worse during winter months when the
snowplowing is not done curb-to-curb.
It is becoming increasingly difficult for semi trucks to make deliveries and pickups at our facility. On
occasion entrance cannot be made due to the congestion caused by the street parking.
Therefore, we request that the Council order"No Parking" signs to be installed that will prohibit parking,
on Industrial Circle, starting on the East side of our driveway and continuing East past our mailbox. This
is a distance of approximately 75 ft. Although not an ideal solution you have previously done this for our
neighbors Gradient Technology and it has seemed to work well for them, and at least allow us to
conduct our business free from obstruction and delays.
