Action Requested
Hire a Maintenance Operator II position in lieu of the vacant Laborer position.
Background/Discussion
The Laborer position in Streets became vacant in July of 2014. This position was responsible for basic-
level job tasks and assisted crews on projects or worked alongside seasonal employees.
With the vacancy,the Superintendent wishes to hire a Maintenance Operator II (MOII) in lieu of the
Laborer position to better suit division needs and attain complete working crews. This action would
eliminate the Laborer position from the Division.
An MOII would provide the division with an additional qualified snowplow operator to compensate for
reduced accessibility of the mechanics due to Tri-CAP, and from having to seek assistance as frequently
from Building Maintenance.
In addition,the MOII position description has been revised to require a valid Class A Commercial
Driver's License (CDL) or a valid Class B with the ability to obtain a Class A within 6 months of hire
date. This revision was necessary due to the nature of the division's workload and the more stringent
heavy equipment driver requirements of MnDOT. Streets utilize 2-ton (5500) series trucks to pull
equipment. The combo of truck/trailer requires a Class A License anytime there is a load on the trailer.
Current MOII employees who do not have a Class A will be encouraged to obtain one but could maintain
their Class B license if they chose not to. The Class A License has a minimal cost and time commitment.
Financial Impact
The funds budgeted for the vacant Laborer position will be utilized to fund the MOII for the remainder
of 2014. The 2015 budget would be adjusted to include funds for a full-time MOII.

Position Summary
The Street Maintenance Operator II performs maintenance operations on the City's streets, storm
sewers and right-of-ways. Operates light and heavy equipment.
Essential Functions
1. Performs street maintenance activities.
A. Constructs/maintains streets,parking lots, alleys, and related property using heavy
and light equipment.
B. Conducts sweeping,plowing, sanding and salting, and crack sealing and asphalt
patching operations.
C. Installs and maintains storm sewer systems and surface water drains.
D. Installs, maintains, and repairs concrete surfaces.
E. Installs and maintains street signs.
F. Maintains traffic control signage on work projects within the road right of way.
G. Cuts or trims trees and brush on City property and road right of way.
2. Performs level 1 and 2 equipment maintenance activities.
A. Performs daily lubrication level checks on vehicles and equipment that the employee
is assigned to operate.
B. Completes CDL checklist daily on all CDL vehicles that the employee is assigned to
operate.
C. Reviews general condition of vehicle exterior and operating systems.
D. Performs oil changes.
E. Replace normal vehicle wear items.i.e. windshield wipers, cutting edges,light bulbs.
3. Performs general maintenance activities
A. Performs building (exterior and interior) and grounds maintenance as assigned.
4. Performs other essential job duties.
A. Regular and timely work attendance.
B. Follows all safety procedures.
C. Participates in safety training.

Required Knowledge, Skills, and Abilities
❑ Ability to operate heavy and light motorized street maintenance equipment.
❑ Ability to perform light mechanical maintenance.
❑ Ability to lift heavy objects,walk and stand for long periods, and to perform strenuous
physical labor under adverse environmental conditions.
❑ Ability to lift 50 pounds.
Minimum Qualifications
❑ High school diploma or equivalent.
❑ Valid Class A Commercial Driver's license or valid Class B with ability to obtain Class A
within 6 months of hire date.
❑ Two years of work experience as a level one street maintenance operator or equivalent.
❑ Demonstrated ability to operate light and heavy equipment proficiently.
Preferred Qualifications
❑ Welding experience.
