MAINTENANCE AGREEMENT
Dear Mr. Klaers:
Enclosed are two copies of a maintenance agreement prepared by Wright County for the ongoing
maintenance of the Parrish Avenue Bridge. Also enclosed is a cover letter sent by Wayne
Fingalson, Wright County Highway Engineer. As you are aware, Parrish Avenue Bridge across the
Mississippi River spans from the City of Elk River to the City of Otsego in Wright County. In Wright
County, Parrish Avenue is a County Road; therefore, maintenance on the bridge is split between
the City of Elk River and Wright County. I have reviewed this agreement with Phil Hals, Street
Superintendent, and he has confirmed that this agreement just formalizes the activities each Public
Works Department has been responsible for in the past.
This agreement is for one year from January 1, 2004, to December 31, 2004. Based upon my
review of this agreement and discussions with Phil Hals about past maintenance the City of Elk
River has been responsible for, I would recommend City Council adopt the agreement.

Enclosed is a maintenance agreement for the maintenance activities on Bridge 86515.
Two copies of this are enclosed for your review and execution by the City. As of
2002, this agreement has been changed to an annual agreement so that we can include
it for approval with our other maintenance agreements, which are all submitted on an
annual basis. The current agreement will be effective from January 1, 2004, to
December 31, 2004. Please return both copies of the executed agreement. After
approval by the County Board, one of the copies will be returned to you for your files.

MAINTENANCE AGREEMENT - 2004
THIS AGREEMENT made and entered into by and between the City of Elk River hereinafter referred to
as the "City" and the County of Wright hereinafter referred to as the "County".
WHEREAS, it is deemed to the best interest of all parties that the duties and responsibilities of both the
City and the County as to maintenance on Bridge #86515 and its approaches should be clearly defined.
NOW THEREFORE, IT IS AGREED with regard to said structure maintenance:
MAINTENANCE
CITY RESPONSIBLE FOR:
(1) Maintenance of street lights;
(2) Removal of snow from sidewalk;
(3) Maintenance of slopes/berms and roadway on north approach (includes: turf maintenance,
bituminous maintenance, drainage and riprap maintenance);
(4) Snow and ice control from bridge and approaches;
(5) Removal of markings/spray paint etc. from visible surfaces of bridge structure.
COUNTY RESPONSIBLE FOR: (1) Periodic sweeping to remove sand and debris and removing sand/dirt from expansion joints;
(2) Signing for bridge and approaches;
(3) Maintenance of slopes/berms and roadway on south approach (includes: turf maintenance,
bituminous maintenance, drainage and riprap maintenance);
(4) Centerline and edge pavement marking (includes stop bar).
The agreement between the City and County shall be for a one-year period and run from January 1, 2004,
to December 31, 2004. All maintenance responsibilities will be deemed "offsetting" therefore no payments will
be required for the individual maintenance work which conforms to the areas stated herein and performed under
authorization of either the City or County.
In the event that the structure needs major maintenance/rehabilitation an agreement detailing the work and
shared costs must be approved and accepted by the City and County.
