TO: FROM: DATE: SUBJECT: Mayor and City Council Chris Leeseberg, Planner,s, March 22, 2004 Award Skate Park Equipment Contract Attachments American Ramp Company Bid Park Layout Overview On January 20, 2004 the City Council approved the 2004 Park Capital Improvements Budget. That budget included $50,000 for the purchase of skatepark equipment. With the $12,775 raised by local youth, a total of $62,775 is available for the purchase of equipment. An additional $1,500 has been approved by the Lions Club. Request Following the City's purchasing guidelines, the project was bid. Bids were opened March 15, 2004. Three bids were received: American Ramp Company (ARC): Trueride: Ramptech: $52,317.75 $59,867.56 $62,571.35 While the proposal from Ramptech had more riding surface than was specified and was less expensive per square foot of riding surface, they were the highest bid. Although Trueride met every specification, they were higher than the Iow bid. ARC had the lowest bid but has some minor deviations from the specifications. Both ARC and Trueride were contacted after the bid opening to clarify their scheduling, as neither indicated this in their bids. ARC faxed a commitment of completing the job by May 14, 2004 and Trueride faxed a commitment of completing the job by April 23, 2004. City Council / CU 03-13 June 16, 2003 Page 2 Staff contacted the ARC references and received positive feedback and comments. ARC has installations nationwide, including Alaska. Recommendation Staff recommends that the City Council award the skatepark contract to American Ramp Company for $52,317.75, as they are the lowest responsible bidder.
