Overview
On January 20, 2004 the City Council approved the 2004 Park Capital Improvements
Budget. That budget included $50,000 for the purchase of skatepark equipment. With the
$12,775 raised by local youth, a total of $62,775 is available for the purchase of equipment.
An additional $1,500 has been approved by the Lions Club.
Request
Following the City's purchasing guidelines, the project was bid. Bids were opened March 15,
2004. Three bids were received:
American Ramp Company (ARC):
Trueride:
Ramptech:

While the proposal from Ramptech had more riding surface than was specified and was less
expensive per square foot of riding surface, they were the highest bid. Although Trueride
met every specification, they were higher than the Iow bid. ARC had the lowest bid but has
some minor deviations from the specifications. Both ARC and Trueride were contacted
after the bid opening to clarify their scheduling, as neither indicated this in their bids. ARC
faxed a commitment of completing the job by May 14, 2004 and Trueride faxed a
commitment of completing the job by April 23, 2004.

Staff contacted the ARC references and received positive feedback and comments. ARC has
installations nationwide, including Alaska.
Recommendation
Staff recommends that the City Council award the skatepark contract to American Ramp
Company for $52,317.75, as they are the lowest responsible bidder.

Description
4' tall, 18' square Staging Area with 42" guard rails on two
sides.
4' tall, 18' wide mini ramp with a 6' deep deck. Provide 42"
guard rails on two sides of the deck.
4' tall, 16' wide bank, 2' wide planter 18" above Staging Area surface
and bank rail 18" above Staging Area surface. Bank rail shah not be
parallel to bank surface with the wider end at the bottom of the bank.
24" & 30" tall pyramid with a 2' wide planter.
24" tall, 4' wide wedge with 16'-18" tall rail.
4' tall, 18' wide double quarter pipe/single bank with 6' & 4' deep decks.
Provide 42" guard rails on two sides of the deck. Single bank shah be
centered between quarter pipes.
