Consider Changing Building Cleaning Program
Item 5.5.
The city has been evaluating its building cleaning program for the last few months. The Chief of
Police, Fire Chief, Finance Director, Street/Park Superintendent, Building Maintenance Supervisor,
and myself are no~v prepared to recommend a change in our btfildmg cleaning program.
For about the past year we have contracted out for our cleaning services. At this time, we would like
to end our contract with Tony Karpe and hire part-time employees to provide cleaning services.
These part-time employees would be managed by the Building Maintenance Supervisor and the
Assistant Building Maintenance Supervisor. The Library would continue to be cleaned by the
contract cleaners. Please see the attached memos from Phil Hals regarding this proposed
changeover.
Between the police, frre, recreation, and city hall budgets, there is $59,000 for cleaning services for
2004. Accordingly, funds are available to end our contract and to hire four part-time employees for
this work.
Recommendatiot~
It is recommended that the City Council authorize the advertisement for part-time employees that
will mainly provide cleaning and hght building maintenance services.

Cleaning of City Buildings
Staffis recommending that the contracted cleaning for the new City Hall, Public Safety
Building and Lions Park Center be terminated and part time City employees be hired to
clean those facilities. Staff feels that we can better control cleaning activities at a cost
savings. My initial request is to hire 4 part time employees at 20 hours per week, starting at
pay grade 1. The only benefits these employees would be eligible for is prorated vacation
time, sick time, PERA, and holiday pay. I would like to start these employees on or about
May 1, 2004.
There is adequate funding in the 2004 General Fund for building cleaners.
Recommendation:
Staff recommends starting the hiring process for 4 part time cleaners.

SUBJECT: Consider Changing Building Cleaning Program
It is my recommendation to hire 4 persons to work 20 hours per week as cleaners. Their
work schedule will be from 4:00 am to 8:00 am, five days per week. The employees will be
supervised by the building maintenance assistant and would clean City Hall, the Public Safety
Building, Lions Park Center, Wastewater Treatment Plant, Fire Hall and the Street
Department. The cleaners would be paired, 2 working the Public Safety Building, 2 doing
City Hall and Lions Park Center and A1 Pudlick doing floors. The Library will remain as
contracted cleaning in the short term. We will adjust the cleaning program if Utilities decide
to be included. The building maintenance assistant ',viii work 4:00 am to 12:30 pm. This
schedule will permit the assistant to provide daily supervision for the cleaners from 4:00 am
to 8:00 am and then be available to assist with other building maintenance projects from 8:00
am until 12:30 pm. The early shift for the cleaners will also provide help with snow removal
on sidewalks during the winter season.
Building lock down service after evening meetings can be provided by split shifting the
assistant on those days so his/her workday for meeting days would be 4:00 am to 8:00 am
and then 6:00 pm to 10:00 pm. Other possibilities are to have Gary Lore do the lock down
duties on occasion or I can do it after meetings that I attend.
While this proposed schedule may not be the "norm" for industry standards, we believe it
will serve our needs for City building cleaning. If this cleaning schedule proves ineffective at
some point in time, we can always adjust it.
