March 17, 2004 File: 823240J-0060 Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: LION'S PARK IMPROVEMENT Dear Council Members: Within the Park and Recreation Department's approved 2004 budget are three small projects. They include an expansion to the Lion's Park parking lot, overlaying the bituminous trails within Lion's Park, and construction of a basketball court in the Highlands West neighborhood park. These three projects have been combined together into one set of plans and specifications for bidding purposes. Staff has discussed the schedule for these projects and determined that the portion of the project at the Lion's Park facility should be accomplished before the summer recreation program is in full swing in June. Therefore, we are requesting City Council adoption of the attached resolution, which approves the plans and specifications and orders the advertisement for bids for the three projects. We anticipate a bid date of April 14, 2004. Bids would then be analyzed and ready for presentation to City Council at your April 19, 2004, meeting. TJM:sw 2550 University Avenue West · Suite 400N · St. Paul, MN 55114 · 651/644-4389 fax 651/644-9446 toll free 888/368-4389 RESOLUTION 04- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE LION'S PARK TRAIL OVERLAY AND PARKING LOT EXPANSION IMPROVEMENT OF 2004 WHEREAS pursuant to City Council direction, the Project Engineer has prepared plans and specifications for the Lion's Park Trail Oveday and Parking Lot Expansion improvement, which plans and specifications have been reviewed by the City; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. The City Administrator shall prepare and obtain the publication of an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published once each week for three consecutive weeks, shall specify the work to be done, and shall state that the bids will be received by the City Administrator until 10:00 a.m. on Wednesday, April 14, 2004, at which time the bids will be publicly opened in the Council chambers of the City Hall by the City Administrator and the Project Engineer and will then be tabulated for consideration by the City Council at a meeting thereof at 6:30 o'clock p.m. on Apdl 19, 2004, in the City Council chambers at City Hall. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City Administrator in the amount of $% of the amount of such bid.
