4.1 HPSR 10-16-2014 DRAFT MIN 07-17-2014 Gty of ElkMeeting of the Heritage Preservation Commission River Held at the Elk River City Hall July 17, 2014 Members Present: Chair Fox, Commissioners Mortensen and Lindberg Members Absent: Commissioners VanPatten and Rolf Staff Present: Planner Zack Carlton Also Present: Council Liaison Stewart Wilson I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Heritage Preservation Commission was called to order at 6:08 p.m. by Chair Fox. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider 3/20/2014 Agenda Chair Fox added item 6.2,a discussion of the walking tour. Moved by Commissioner Mortensen and seconded by Commissioner Lindberg to approve the amended July 17, 2014, agenda. Motion carried 3-0. 4. Consent Agenda 4.1 March 20, 2014, HPC Minutes Moved by Commissioner Mortensen and seconded by Commissioner Lindberg to approve the March 20, 2014,minutes. Motion carried 3-0. 5. Public Hearings No public hearings. 6. General Business 6.1 Water Tower Update Chair Fox provided an update from the Save the Water Tower Subcommittee. He stated the first meeting was lightly attended,but was very productive. Chair Fox also noted that he works with the Kelley Farm Grange and that they are interested in Heritage Preservation Commission Meeting Elk River City Hall July 17,2014 working with the Save the Water Tower Subcommittee. The committee may be able to join as a subcommittee of the grange. Chair Fox stated that the group is experienced in fundraising and can help the group accomplish their goal of restoring the water tower. Commissioner Mortensen asked about the process for joining the grange committee and how that works with the Heritage Preservation Commission (HPC) Subcommittee. Mr. Carlton stated that he would meet with the City Clerk for clarification on how a merging of the two groups could work. 6.2 Walking Tour Update Chair Fox stated that he will contact the professor at St. Cloud State who has been working with the HPC on the Historic Elk River Walking Tour. Chair Fox plans to set up a meeting with the class in the fall to discuss the project and work towards a completion date. He invited all members of the HPC to attend the meeting. 7. Staff Updates 7.1 Water Tower Grant Update Mr. Carlton provided an update about the grant the city applied for to complete a Historic Structures Report for the Jackson Street Water Tower. The state grant approval committee believed the budget for the project was not enough to complete a Historic Structures Report,but approved funding for a Conditions Assessment. Mr. Carlton stated that both reports are similar in nature,but the Historic Structures Report is more comprehensive. The state believes that the Conditions Assessment will satisfy the HPC's goal of identifying a course of action to restore the water tower. The commission approved the change by consensus. Council Liaison Wilson noted that the property adjacent to the water tower is currently for sale and suggested that the city investigate the possibility of acquiring the property for inclusion in a possible city park. 7.2 The AASLH Annual Meeting Mr. Carlton informed the commission that the city is waiting for approval of a grant to fund attendance to American Association for State and Local History's (AASLH) Annual Conference for two HPC members. The two members attending the conference are Commissioner Mortensen and Staff Liaison Carlton. The conference runs September 17 to September 20,2014, at the Crown Plaza Hotel in downtown St. Paul. Heritage Preservation Commission Meeting Elk River City Hall July 17,2014 7.3 Bailey Point Nature Preserve Building Mr. Carlton informed the HPC about a building located in Bailey Point with a possibility to hold historical significance. The parks department is requesting comments from the HPC about keeping/improving the building. Chair Fox and Commissioner Mortensen expressed interest in touring the building. Mr. Carlton said he would work on setting up a tour of the building in the fall. 8.
