Action Requested
Recommend,by motion, approval of the ordinance amendment to reduce the amount of vehicle stacking
space required for drive-through lanes.
Background/Discussion
City ordinance outlines the required parking for a number of uses within the city. Minimum parking
requirements are established to ensure on-site parking areas are of sufficient size to provide parking for
patrons, customers, suppliers,visitors and employees on premises for each use.
The required number of stalls is linked to the expected number of patrons,which can change with market
demands. The current ordinance requires banks to provide one space per 200 square feet of floor area
and space to stack five vehicles per drive-through lane. With the increased use of online banking and
direct deposit the need to accommodate five vehicles per drive-through lane is becoming less of a need.
Staff proposes reducing the required stacking space from five vehicles to two. This will provide bank uses
with more flexibility when evaluating new locations or remodeling existing ones.

Ordinance 14 -
An Ordinance Amending Section, 30-903, entitled "Minimum number of parking
spaces" of the City of Elk River, Minnesota, City Code to Modify Parking
Requirements for Banks.
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That§30-903 (4) a. of the City of Elk River Code of Ordinances shall be amended
to read as follows:
(c) Offices.
a. Bank: one space per 200 square feet of floor area, plus room to stack five-two vehicles per
drive-through lane.
SECTION 2. That this ordinance shall take effect upon adoption and be published as provided by
law.
Passed and adopted by the City Council of the City of Elk River this 17th day of November, 2014.
