Background/Discussion Staff has been working with Harold Gramstad from the Elk River Lions Club on a bench memorial in honor of Neil Anderson for the Bailey Point Nature Preserve. The memorial was presented and recommended at the October 8, 2014, Parks and Recreation Commission meeting. The location and construction, agreed upon by staff,the Commission and the Lions Club,is next to the newly-paved path entrance near the parking lot. It will have a view of the Mississippi River in the distance. The bench will be the same vendor, style and color as the Rotary benches. A picture of the recently-installed Rotary memorial is attached. The expected life cycle of this donation is 10-years and the Lions have agreed to maintain the bench memorial during its life cycle and beyond. Construction of the bench memorial should begin in early November with installation of the bench to be a few weeks later,pending weather. Financial Impact The donation of$1,800 will be the actual cash value of one bench with a plaque and city labor cost related to installation. The cost for construction of the foundation and pavers for the bench will be paid for by the Lions Club through in-kind donations of materials and labor. NOW, THEREFORE, BE IT RESOLVED by the City Council,by at least four-fifths vote,to acknowledge the support and commend the Elk River Lions Club for their donation. The motion for adoption of the foregoing resolution was duly seconded by Councilmember , and upon vote being taken thereon,the following voted in favor thereof- and the following against: ,whereupon said resolution was declared duly passed and adopted.
