Background/Discussion
In 2007,pavers were installed at the crosswalks of Main Street and Jackson Avenue and on the alley
adjacent to Rivers Edge Commons Park. Unfortunately, the pavers were from a defective batch and have
prematurely deteriorated. They require replacement for aesthetic and safety reasons. The city has
received numerous complaints on their unsightliness and the uneven surface increases the city's liability if
pedestrians trip and fall.
The supplier,Borgert Products, Inc.,has agreed to donate permeable pavers for the crosswalk and alley
sites. The city would be responsible for site demolition and aggregate base work. Permeable pavers are
increasing in popularity due to their ability to reduce stormwater runoff. This attribute also supports a
best management practice required by the city's stormwater permit. Installing permeable pavers would
address the concerns of aesthetics, safety, and stormwater control simultaneously.
Restoration options reviewed at the November 3, 2014,work session:

Bolton-Menk quoted engineering design services for the alley at $28,080. This would include stormwater
runoff calculations and construction specifications. Executing this agreement would be the initial step of
the project.

Bolton&Menk, Inc.is pleased to present this scope of services and associated fees for the conversion of the alley
way leading to Rivers Edge Commons Park to permeable pavers and analysis of the drainage area for water
quality improvements. We understand the City has coordinated with the original paver supply company and has
negotiated replacement of the deteriorating pavers in the alleyway with a permeable pavement system.
While grades along the alley corridor are relatively steep, we believe that we can design a system that:
1) Captures stormwater runoff on grade to reduce the total volume and flow rate at the end of the street.
2) Filters and stores polluted stormwater runoff promoting an increase in water quality entering the river.
3) Utilizes the flatter grades at the south end of the alley to filter and treat stormwater runoff from a highly
impervious watershed.
This proposal defines our scope of work and associated fees in a task oriented format. The scope includes
analyses of the watershed and the applicability of a stormwater treatment system, design plans and specifications,
and project management to ensure a collaborative effort with the City and that project milestones are met. If this
proposal is acceptable and you wish to proceed, we will begin work immediately.

SCOPE OF SERVICES
On October 23rd, 2014,Bolton&Menk staff met with City staff on site to review the current paver issues,
discuss site constraints, and brainstorm ideas for water quality retro fits. Porous pavers will be installed
with an integrated filtration/infiltration subgrade system. The slope of the alley from Main Street to the
River will be a challenge, especially if filtration/infiltration is utilized along the entire slope. Bolton&
Menk has prepared the following scope of services and associated fees to analyze the watershed,
determine the expected improvements in water quality,recommend alternatives, and prepare design plans.
TASK 1 - DEVELOP DRAINAGE AREAS AND ANALYZE WATER QUALITY
Task 1.1—Delineate Watersheds
Bolton&Menk will utilize Light Detection and Ranging(LiDAR)topographic information to delineate
watersheds contributing stormwater runoff to the River Edge Commons Park alley. We will utilize City
storm sewer information to determine the total flow entering the local drainage network. Also, local
knowledge and site visits will be utilized to determine the location and contribution of roof drains.
Task 1.2—Develop Watershed Characteristics and Hydraulic Model
Once watershed areas are determined, Bolton&Menk will develop a preliminary hydraulic model to
determine the total surface runoff to the alley based on watershed characteristics (e.g. Curve Number and
time of concentration). Soil properties will be analyzed utilizing the National Resources Conservation
Services (NRCS) soils information and any available soil boring data in the area to determine the
hydraulic soil group and preliminary infiltration rates. These properties will ultimately be used to
determine the potential volume reduction capacity of the proposed system.
Task 1.3—Calculate Theoretical Pollutant Loadings
Watershed calculations will be used to determine theoretical pollutant loadings based on design
recommendations from the Minnesota Pollution Control Agency(MPCA),the Minimal Impact Design
Standards (MIDS), and the Minnesota Stormwater Manual. This includes theoretical pollutant loading
assuming an Event Mean Concentration(EMC)for total phosphorus (TP)and total suspended solids
(TSS) for specific combinations of hydraulic soil group, land cover, and percent imperviousness. While
these values are theoretical,the results will provide us an idea of the extent of pollutant loading in the area
as well as an apples-to-apples comparison of the anticipated removal efficiency of the proposed water
quality system.
Bolton& Menk will analyze the proposed pollutant loading and provide recommendations to the
efficacy of a water quality system. If the anticipated pollutant loading is relatively negligible
relative to the City's overall water quality goals,it may be worth utilizing funds in areas where
water quality treatment will have a larger impact. If so,it may be more prudent to augment the
pervious paver system to focus on volume control only. We will not proceed to Task 2 until the
preliminary water quality results are presented to the City.

TASK 2 - DEVELOP PRELIMINARY WATER QUALITY IMPROVEMENTS
Task 2.1—Develop Water Quality and Volume Control Options
Once the theoretical pollutant loading is developed and the efficacy of a water quality and volume control
system is determined, Bolton&Menk will be begin developing preliminary design options. The options
will incorporate pervious pavement and an underdrain system that focuses on filtration and/or infiltration
of stormwater to maximize pollutant removal and runoff volume reduction. The system will also
incorporate high flow control structures and emergency overflows that tie into the existing drainage
system and follow overland routes that minimize erosion and protect public safety.
"On-grade"options will be considered in the higher sloped, north end of the alleyway. It is anticipated
that traditional subgrade and drainage for pervious pavement will be difficult to employ and alternative
methods will be necessary. Also, the flat area at the south end of the alley will utilized to the fullest
extent to treat runoff from the highly impervious watershed.
Task 2.2—Analyze Anticipated Pollutant Removal and Volume Reduction
Each preliminary design option will include an analysis of the theoretical pollutant removal based on the
loading calculations in Task 1. MtDS will be used to model the proposed option for TP and TSS
removal. The hydraulic model will be utilize to determine anticipated volume reductions, analyze the
impacts to the existing storm sewer system, and develop overland flow routes for larger rainfall events.
Task 2.3—Summarize Preliminary Design Options
The preliminary design options will be presented to the City, and additional options analyzed or refined
based on City recommendations. Once the preliminary options are agreed upon,Bolton&Menk will
summarize the options and the water quality and rate control outcomes in a report. We will also make
recommendations for final design.
TASK 3 - DESIGN PLANS AND SPECIFICATIONS
Task 3.1—Develop Design Plans and Project Specifications
Once the City and Bolton&Menk have agreed on a final design option, design plans and project
specifications will be developed. We anticipate using Autodesk Civil 31)to develop plan sheets that meet
City plan standards,including effective erosion and sediment control and City construction details. We
will present preliminary design plans to the City at the 60% and 95% development stages for review. All
comments and design modifications will be incorporated into the final plan set.
TASK 4 - CONTRACT BIDDING AND AWARD
Task 4.1—Prepare Contract Bidding and Award
Bolton&Menk will prepare,if necessary, opinion of cost, advertisement for bids, answer bidder's
questions,issue addenda, and assist with bid opening and prepare letter of award. If advertisement is not
necessary, quotes will be solicited from multiple contractors.
