TO: FROM: DATE: SUBJECT: Mayor and City Council Joan Schmidt, City Clerk April 17, 2004 Application to Conduct Annual Off-Site Gambling by Elk River Lions Club REQUEST The Elk River Lions Club has requested an application to conduct off-site gambling. APPLICANT Elk River Lions Club BACKGROUND The Elk River Lions Club will be holding a raffle to benefit Relay for Life on August 7, 2004. The event will take place at the Elk River Senior High School Football Arena. The Lions Club already holds a gambling premises permit to allow gambling at the Broadway Bar and Pizza, 16754 Highway 10. Because the raffle event will not take place at the location of the Premise Permit, the State requires that the Council adopt a resolution approving an application for off-site gambling. ACTION REQUESTED Council motion adopting the attached resolution approving application for Elk River Lions Club to conduct annual off-site gambling. S:CLERK/LICENSES/GAMBLING/Off-Site Gambling Memo RESOLUTION 04- A RESOLUTION OF THE CITY OF ELK RIVER A RESOLUTION APPROVING APPLICATION TO CONDUCT ANNUAL OFF-SITE GAMBLING FOR ELK RIVER LIONS CLUB WHEREAS, The Elk River Lions Club has made application to the State Gambling Control Board for an application to conduct annual off-site gambling; and, WHEREAS, approval of the application would allow the Elk River Lions Club to conduct one raffle during the year; and, WHEREAS, the raffle event would be conducted at the Elk River Senior High School Football Arena which is off-site from the licensed Premise Permit site. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota that an application to Conduct Annual Off-Site Gambling is granted to the Elk River Lions Club to allow a raffle to be held on August 7, 2004, at the Elk River Senior High School Football Arena.
