Those negotiations are moving forward. No new information regarding state and federal funding. The authority also heard a presentation regarding the feasibility studies of potential future stations at Ramsey and Sauk Rapids. The Ramsey site would have a positive affect on the Cost Effectiveness Index (CEI) and the Sauk Rapids site would have a negative affect. The CEI is the measurement that the FTA uses to rate the feasibility of transit projects. Attendees included: Duane Grandy, Tim Yantos, Scott Harlicker, Woody Bissett, Ewald Petersen, Terry Nagorski, John Weaver, Pat Cairns, Art Daniels, Kaye Becktold, Dan Lieser, David Elvig, Paul McCarron, Steve Billings, Dennis Berg, Arne Engstrom, Ken Paulson, Bruce Nawrocki, Tom Garnet, Jeanne Mason, Dan Erhart, Mark Stenglein, Mary Richardson, John Himle, Lona Schreiber, Mark Stenglein, Rhonda Sivarajah, Patrick Wussow, Jim Barton, Dean Michalko, Jeanne Mason, Jean Keely, Robert Kirchner, Brian Bensen, Jay McLinden, Jeff Dehler, Bill Schreiber, Peg Aho 1. Minutes of the December 18, 2003 and January 8, 2004 Meetings: Ewald Petersen made a motion that the minutes of the December 18, 2003 and January 8, 2004 meetings be approved as submitted. The motion was seconded by Pat Cairns and passed unanimously on a voice vote. 2. To Consider Governor's Bonding Proposal and Allocation of Capital and Operating Costs: Paul McCarron presented a draft resolution for consideration by the NCDA. Mr. McCarron stated three positive things with regards to the Project: 1) Norm Coleman issued a statement saying that he is on our side; 2) Congressman Mark Kennedy is making a public statement in favor of the Project; and 3) there are 16 daily newspapers in Minnesota out of 15 that back the Project. Paul McCarron noted that Resolution 2004-02 is designed to show that NCDA members support the negotiations that took place in January at the Governor's office. The resolution states that the members support the commitment of $37,500,000 in the next biennium for the Project and strongly recommends that the Northstar Capital Funding partners adopt resolutions committing their proportional share of the $37,500,000 with the understanding that' 1)The total local share will not exceed one-third of the non-federal share of funding; 2) that the NCDA will seek new funding partners to share in the costs of the Hiawatha LRT Corridor connection and other project elements; and 3) that the NCDA will be the delegated construction authority and have the right to participate in the operations of Northstar. The Resolution further notes that the NCDA directs staff to work with Governor Pawlenty's administration to develop alternatives for local governments to use in funding operating costs. Dan Lieser asked if project costs are broken out. Tim Yantos reviewed the preliminary capital cost estimates based on the Governor's proposal: 63.5% of the costs would be covered by Anoka County, 15% by Sherburne County; 14.5% by I-Iennepin County and 7.0% by Benton County. Chair Grandy asked when these costs would need to be paid. Mr. Yantos noted over the next 30 years. Mark Stenglein made a motion that the Resolution as presented be adopted by the NCDA. The motion was seconded by Arne Engstrom. Discussion followed. o Patrick Cairns stated that Phase I has little benefit to Benton County and the city of St. Cloud, why then is Benton County expected to pay 7% of the costs. He asked if the NCDA will would continue its support of the Project after the first Phase has been complete? Paul McCarron noted that at its last meeting the NCDA passed a resolution that stated that the whole membership would support al__]_l phases through completion. Mark Stenglein made a of the Northstar Project from beginning motion that the resolution be amended by adding another resolve resolving that the NCDA reaffirms its commitment to the entire Northstar Corridor Project, including its financial commitment to eventually include service to the greater St. Cloud area. Dennis Berg seconded the motion that the resolution be passed as amended, the motion carried unanimously on a voice vote. Dan Lieser suggested that each individual jurisdiction along the Corridor needs to pass a resolution in support of funding the Northstar Project. Chair Grandy noted that such a resolution should go before each NCDA member county board for approval. Dan Lieser suggested that someone put the pressure on Stearns County to become a funding partner to the Northstar Project. Paul McCarron noted that from the very beginning of this Project this Board has been in contact with Stearns County. Jean Keely noted that the reason the City of Blaine became a member of the NCDA is because of the possibility of a Foley station location. She asked if there is a possibility that the Foley station may be added back in. Chair Grandy noted that feasibility studies done in the future may say that the Foley and City of Ramsey station sites should be developed. Legislative Update: a) State: Bill Schreiber noted that it is a good feeling to be part of a team working with a Governor's Administration that supports the Project. Bill noted that Dean Johnson is now in majority leaders office. First hearing was held yesterday on the Northstar Project. o o b) Chair Grandy, noted that the All Board Committee is working with the Elk River All Aboard Committee to attempt to get at least 100 people at their Rally which is going to be the same day as the Transportation Alliance Rally - February 26 at the Capitol. Federal: Lona Schreiber noted that the Northstar Project is included in the draft of the federal bonding bill. Resolution of Continuing Support passed by City of St. Cloud: John Ellenbecker noted that a resolution had been passed by the City of St. Cloud whereby St. Cloud pledged its continuing support for the Project. Next Meeting: After discussion, Chair Grandy announced that there would be no NCDA meeting the month on February 5, 2004 but that the next NCDA meeting would be set for March 4, 2004, Jeanne Mason made a motion that the meeting be adjourned. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE BENTON COUNTY REGIONAL RAILROAD AUTHORITY: The Authority hereby confirms its approval of the plan for financing the project costs of the Northstar Corridor project, including the plan as presently proposed for Anoka County Regional Railroad Authority to initially issue bonds for the purpose of financing the local (non-state) share of the cost of developing Phase One of the Northstar Commuter Rail Project, such bonds to be issued in an amount equal to 16.7% of the total project cost, an estimated $44.2 million. The bonds are intended to be payable from proceeds of taxes levied by the Authority, and from contribution agreements to be entered into between Anoka County Regional Railroad Authority and other participating counties and rail authorities, pursuant to which contribution agreements such other counties and rail authorities will be responsible for payment of a portion of the debt service on the bonds. The share of the debt service to be contributed by this Authority is up to 7.00%. 3. The bonds shall bear a term to maturity of 30 years. The respective share of local (non-state) costs of the participating counties and rail authorities, including the Authority, shall be reduced by the value of any funds or property contributed by such county or rail authority, or any city located within its jurisdiction, in which case the maximum principal amount of the bond, and such county or rail authority's respective share of debt service shall be reduced accordingly. Enhancements to the system requested by a local government unit shall be financed by the local government unit and shall not reduce the county or rail authority's respective share of debt service. The total share of local (non-state) costs of the participating counties and rail authorities, including the Authority, shall be reduced by the value of any funds or property contributed by any public or private entity for the purposes of payment for the Hiawatha LRT connection, in which case the maximum principal amount of the bond shall be reduced accordingly. The agreement of this Authority to contribute to payment of debt service on the bonds to be issued by the Anoka County Regional Railroad Authority is subject to the availability of state and federal funding for the remaining 83.3% of project costs, and to receipt of contribution agreements from the other participating counties and rail authorities in an aggregate amount sufficient to pay the balance of the debt service on the bonds. As previously approved, the terms and conditions contained herein shall also apply to the funding of Phase Two of the Northstar Commuter Rail Project, extending the service to the Greater St. Cloud Area. The percentage share of the debt service of each county may be revised to reflect the most current U.S. Census population data available at the time of the financing of Phase Two. Thank you and "Go Northstar"!!!! Pat Schuler I love your service. Your drivers are courteous, helpful and smiling, in spite of the current stresses. The passengers who ride the Northstar Con~-nuter Coach are also among the most polite folks in the metro area. We actually have male riders who will stand for a female passenger! How often do you see that anymore? During the strike EVERY bus I have been on has been standing room only. I just needed to let you know how much I personally appreciate your service to us in the Northland - who cannot wait for light (sic) rail :o) Susan E. Holmes I wish prior to the strike, something would have been done to recognize the true supporters of the Northstar route as now we are lumped in with the other people who will leave the route once the strike is over. Perhaps you could use this opportunity to spread the word about why the Northstar buses exist so that we get more support for the rail system that is behind the route. I am a regular Northstar commuter. I take the 5:45 am bus from Coon Rapids. First offI want to say THANK YOU for adding additional buses to help with all of the stranded MT riders. I have to say that I love taking the bus and really appreciate your service. Julia Tremaine I am a regular patron of your Fl'NE bus service! Your buses are truly a blessing to the fast- growing areas of Coon Rapids and Elk River. I cannot fathom having to drive my car from Zimmerman to downtown Minneapolis five days a week! THANK YOU A BILLION for your services! Personally, I feel that $3.50 (fare from Elk River) is a very reasonable amount, too Iow actually, as it would take at least two gallons of gasoline in most cars to get from Elk River to Minneapolis and at the prices of gasoline these days, that's easily $3.00 each way - not to mention the wear and tear on your vehicle, your nerves, etc. AND paying for parking! Riding for free should not be an option to anyone. Personally, I feel that $5.00 each way would be more like it. Again, ALL OF YOUR DRIVERS ARE WONDERFUL AND I FOR ONE APPRECIATE THEM VERY, VERY MUCH! Callie Parker I'm not sure of the name of the gentleman (Darrell??) who drives the direct from Elk River that leaves at 6:25 a.m., but he did one fine job this morning getting us downtown. (I sat in the front seat and can't believe how inconsiderate drivers are of the busses -- there is no way I could drive a bus). I hope other riders let you know how much the Northstar drivers are appreciated and what a privilege it is to have such excellent bus service in our area. Now that I've moved from Andover (where I use to catch the bus at the Coon Rapids Park 'n Ride) to Elk River I would love to see more direct routes to Elk River!!
