RE: WVVTP DIGESTER COVER REPLACEMENT
Dear Council Members:
We have tabulated the bids received on Wednesday, April 14, 2004, for the Replacement of the Digester
Cover at the Wastewater Treatment Plant. The major components of the project wore to replace a steel
digester cover, install a new mixing system, make electrical improvements and other miscellaneous piping
and concrete facility repairs. There wore a total of four bids received. The following list provides the name of
the bidder and their total bid. A copy of the entire bid tabulation is attached.

The Engineer's Estimate for all the work involved with this project was $810,000.00. The Iow bid received
from Municipal Builders, Inc. is substantially below the engineer's estimate. It should be noted howover, that
the amount of work needed inside the digester once the cover is removed has been estimated and could be
more or less than the estimate.
Municipal Builders, Inc. has previously, successfully completed projects at the City's wastewater treatment
plant. Therefore wo would recommend award to them as the Iowost responsible bidder in the amount of
$609,750.00. Attached is a Resolution for the City Council's consideration which would award the project to
Municipal Builders, Inc.
If you have any questions regarding this project I will be in attendance at your April 19, 2004 City Council
meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUTHORIZING
EXECUTION OF CONTRACT IN THE MATTER OF THE
WASTEWATER TREATMENT PLANT DIGESTER COVER REPLACEMENT
IMPROVEMENT OF 2004
WHEREAS
pursuant to a City Council direction competitive bids were solicited and received
for the Wastewater Treatment Plant Digester Cover Replacement improvement
as set forth in the bid tabulation attached hereto and under incorporated herein
by this reference; and
WHEREAS
the City Council has considered the amount of the bids and the responsibility of
the bidders and determined the Municipal Builders, Inc., is the lowest responsible
bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
The Mayor and City Administrator are authorized and directed to execute, on behalf of
the City, such contract with Municipal Builders, Inc., as is approved by the City Attorney,
for the completion of the Wastewater Treatment Plant Digester Cover Replacement
improvement according to the approved plans and specifications.
The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids upon execution of the contract specified above.
