April 15, 2004 File: 823240J-0060 Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: LION'S PARK PARKING LOT AND TRAIL IMPROVEMENTS Dear Council Members: We have tabulated the bids received on Wednesday, April 14, 2004, for the Lion's Park Parking Lot and Trail Improvements. The three major components of the project are a small expansion to the parking lot at the Lion's Park facility, a bituminous overlay of the trails contained within Lion's Park and the construction of a basketball court in the neighborhood park located in Hillside Estates 5th Addition. There were a total of six bids received. In the bidding documents the specification requested a base bid and an alternate bid for applying a paving fabdc on the Lion's Park trails prior to the overlay. The following table list the six bidders, the total of their base bid and their altemate bid. A complete bid tabulation is attached. Universal Enterprises of Mid- MN. Phil Hals, Street Superintendent and I have discussed whether or not the altemate bid for the paving fabdc will provide enough benefit to justify the cost. It is our recommendation that the cost of the paving fabdc exceeds any benefit the trails would receive from using it. Universal Enterprises, Inc has submitted the lowest base bid in the amount of $69,949.00. Universal Enterprises, Inc has satisfactorily completed similar type work in the City of Elk River in the past therefore we would recommend the award to them in the amount of $69.949.00. However due to the amount the bid is under the budgeted amount we would request the ability to consider additional work in the parking lot area for additional removal of unsuitable materials and placement of additional granular fill pdor to constructing the parking lot. We would also request the ability to consider overlaying an existing basketball court in the Ridgewood neighborhood park. If satisfactory prices cannot be reached the additional work would not be performed. NO.: 15318 O:/Proj~23240J/SPEC/Bid-041504- bid tab.xis ~ RESOLUTION 04- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT IN THE MATTER OF THE LION'S PARK PARKING LOT AND TRAIL IMPROVEMENT OF 2004 WHEREAS pursuant to City Council direction competitive bids were solicited and received for the Lion's Park Parking Lot and Trail Improvements as set forth in the bid tabulation attached hereto and incorporated herein by this reference; and WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders and determined that Universal Enterprises of Mid - MN, is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such contract with Universal Enterprises of Mid - MN, Inc. as is approved by the City Attorney, for the completion of the Lion's Park Parking Lot and Trail Improvements according to the approved plans and specifications. The City Administrator is authorized and directed to forthwith return to all bidders the deposits made with their bids upon execution of the contract specified above.
