Action Requested
Adopt,by motion,the ordinance amendment to reduce the required number of vehicle stacking spaces
for bank drive-through lanes.
Background/Discussion

Minimum parking requirements are established to ensure on-site parking areas are of sufficient size to
provide parking for patrons, customers, suppliers,visitors, and employees for each use.
The required number of stalls is linked to the expected number of patrons,which can change with market
demands. The current ordinance requires banks to provide one space per 200 square feet of floor area
and space to stack five vehicles per drive-through lane. With the increased use of online banking and
direct deposit the need to accommodate five vehicles per lane is becoming less of a need. Additionally,
staff has received similar comments from builders to reduce the stacking requirement during the site plan
review of previous bank uses.
Staff proposes reducing the required stacking space from five vehicles to two,giving banks more
flexibility when evaluating new locations or remodeling existing ones.
Planning Commission
The Planning Commission asked how Elk River's requirement compared to other cities. Staff reviewed
the parking requirements of eight cities in regard to drive-through stacking for banks. Of the eight cities,
six do not include stacking requirements, one does not distinguish between uses (fast-food,bank,
pharmacy, etc.), and one requires four spaces per drive-through lane. The Commission recommended
approval 6-0.
Public Hearing
No one spoke during the public hearing and no comments have been received for or against the
amendment.

Ordinance 14 -
An Ordinance Amending Section, 30-903, entitled "Minimum number of parking
spaces" of the City of Elk River, Minnesota, City Code to Modify Parking
Requirements for Banks.
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. That§ 30-903 (4) a. of the City of Elk River Code of Ordinances shall be amended
to read as follows:
(c) Offices.
a. Bank: one space per 200 square feet of floor area, plus room to stack€-e-two vehicles per
drive-through lane.
SECTION 2. That this ordinance shall take effect upon adoption and be published as provided by
law.
