Adopt,by motion,the 2015 master fee schedule ordinance. 3. Adopt,by motion,a resolution for summary publication of the master fee schedule ordinance (four- fifths vote is required). Background/Discussion Annually, the City Council reviews proposed fees for the upcoming year. Proposed changes are noted in red in the attached fee schedule ordinance. Fees are adjusted to cover the cost of providing services to customers. Items to note include: Sanitary Sewer User Fee and Sewer Access Charge (SAC) (page 7) These fees were reviewed by the Council during budget review of the Sanitary Sewer Fund. The fee is proposed to increase by 3% and the Sewer Access Charge is proposed to increase by 3%. Surface Water Management Impact (page 6) Increases 3% annually per Council Resolution 94-110. These fees were reviewed by the Council during a previous budget meeting. Off Duty Officer (page 11) Off duty officers occasionally work certain special events in the community. This fee hasn't been in the fee schedule but the fee was calculated based on the officer position performing the off-duty work. The Police Department suggests establishing one rate to simplify billing and to better clarify costs to customers. The city attorney had recommended the fees be listed in the master fee schedule ordinance. Fees highlighted in red that don't show a strikethrough of any changes are fees that have been in place but were missing from the fee schedule. Financial Impact Staff asks for adoption of a resolution authorizing summary publication of the ordinance in order to save publishing costs.
