Approve,by motion,design alternative of a 36-foot wide street for Jarvis Street and 165"'Avenue 2. Approve,by motion,an increase in engineering fees 3. Approve,by resolution,the restriction of parking along Jarvis Street and 165"'Avenue 4. Approve,by resolution, a variance from state standards for geometric design 5. Approve,by resolution,Municipal State Aid advancement of construction funds Background/Discussion At the October 20, 2014, meeting, City Council directed staff and our consultant to review the alternative of increasing the width of Jarvis Street and 165th Avenue. The attached memo, from Project Manager Cody Holmes dated October 29, 2014, details the changes and associated project cost estimate. As a result of now having completed preliminary design work on three alternatives, rather than one as anticipated with their proposal, the consultant is requesting additional fees for their work. The attached memo dated November 6, 2014, further details this request. The remaining items requiring action relate to requirements by the state for the design and funding of the project. The first resolution relates to the restriction of parking along Jarvis Street and 165"'Avenue. There is currently no parking on this section of roadway and no parking will be allowed after completion of the project. The proposed resolution is required to officially establish it as such. The second resolution asks for the state to consider a variance from their rules, thereby allowing us to reconstruct the corner of Jarvis Street and 165th Avenue on the same alignment as it currently exists to avoid wetland and property impacts. The third resolution formally requests an advancement of our Municipal State Aid allocation for the costs of the project. This allows us to borrow ahead,interest free, from our future year's allocations. Financial Impact As detailed in the attached memo,increasing the width of 165"'Avenue and Jarvis Street from 32 feet to 36 feet will increase the Elk River share of the project by$132,790. In addition to the increased project cost estimate,the consultant has requested $37,116 for extra work associated with analyzing three separate preliminary options for design of 165`''Avenue and Jarvis Street. Kasma, P.E., Senior Principal Engineer Subject: 165th Avenue NW&Jarvis Street NW-36' Roadway Option City of Elk River BMI Project No.N15.108340 This memo is a follow up to your direction after the recent City Council meeting regarding 165th and Jarvis. Based on your request,we have generated a revised profile, cross sections and quantities for a 36' roadway that will include the trail. Based on those results,we have generated a revised preliminary cost estimate of$3,985,100(see attached). The estimated cost for the 32' roadway with no trail was $3,795,400 (see attached). A cost difference of$189,700. The estimated additional cost for the City of Ramsey's share for the 36' roadway is $56,910. The revised total estimated cost share for Ramsey is then$920,352($863,442 +$56,910). The proposed roadway design is summarized as follows: • 36' face-to-face roadway(originally discussed at Kick-off Meeting) • Catchbasins with outlet pipes at ponding areas only • Curbcuts every 250' +/-to outlet water from the roadway where ditch elevations are too low to accept a catchbasin with an outlet. This should allow us to stay within the existing ROW and prescribed easement areas. Final design will confirm. • There are some infiltration and ponding areas located outside of the existing ROW • A typical section is attached In regard to our work to date on this portion of the project,the preliminary design work completed by our Team is approximately 2.5-3 times what was originally estimated in our proposal. This is based on the additional options analyzed and completed. We have done this work in an effort to make sure that the City's final product meets and exceeds expectations. However, we believe that additional fees are more than warranted. I'll summarize those fees for you early next week so we can discuss before going any further. DESIGNING FOR A BETTER TOMORROW Bolton&Menk is an equal opportunity employer City of Elk River Resolution 14- A Resolution of the City of Elk River Establishing Parking Restrictions on Particular Municipal State Aid Routes WHEREAS, the City of Elk River has planned the improvement of 165"'Avenue NW and Jarvis Street NW, State Aid Route No. 135, State Aid Project No. 204-135-001, from 1145' east of TH 10 to the intersection of Jarvis Street NW and TH 10; and WHEREAS, the City of Elk River will be expending Municipal Street Aid Funds on the improvements of these streets; and WHEREAS, these improvements do not provide adequate width for parking on both sides of these streets;and approval of the proposed construction as a Municipal State Aid Street project must therefore be conditioned upon certain parking restrictions. Dietz,Mayor ATTEST: Tina Allard, City Clerk P O w E R E U 9 1 1`4 U City of Elk River Resolution 14- A Resolution of the City of Elk River Requesting a Variance from Standard for State Aid Operation for Project No. S.A.P. 204-135-001 WHEREAS, the City of Elk River is preparing plans for 165`h Avenue NW from 1145' east of TH 10 to Jarvis Street and Jarvis Street NW from 165"'Avenue NW to TH 10; and WHEREAS, Minnesota Rules for State Aid Operation 8820.9936 specifies that a 30 miles per hour (MPH) design speed be obtained for collectors or locals with an ADT<10,000; and WHEREAS, the reasons for this variance request are to reduce wetland impacts and prepare for the proposed roadway extension of Jarvis Street NW as shown in the City of Elk River's 2014 Comprehensive Plan.To achieve this,a 25 MPH curve must be utilized on one curve at the intersection of 165`''Avenue NW and Jarvis Street NW. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,Minnesota, as follows: that the City of Elk River City Council does hereby request a variance from the Minnesota Department of Transportation State Aid Operations Rules Chapter 8820.9936 Minimum Design Standards,Urban:New or Reconstruction Projects to allow a 25 MPH curve at the intersection of 165`''Avenue NW and Jarvis Street NW in lieu of a 30 MPH curve.
