Background/Discussion
City Council approved the expansion and upgrade to the Wastewater Treatment Plant in May of 2014 to
increase the facility's capacity for average wet weather flow from 2.2 million gallons to 4.54 million
gallons per day. The project will also increase the facility's ability to meet mandated discharge limits.
On October 6,2014, the MPCA issued the city a Notice to Proceed' and Rice Lake Construction broke
ground on the 700-day project.
Work will include construction of an extended aeration tank, conversion of the existing primary clarifiers
to anaerobic tanks for biological phosphorus removal, removal of existing trickling filters, and
construction of a new extended aeration activated sludge basin.
Other construction work includes removal of the existing final clarifier sludge wet well, construction of a
new sludge lift station and building, and the addition of chlorination and dechlorination equipment. The
existing anaerobic digesters and biosolid storage tanks will be converted to aerobic digesters and storage.
This presentation is the first in a number of updates to Council through the duration of the project.
