Approve,by motion,the Human Resources Technician position description.
Background/Discussion
The City of Elk River Compensation and Classification Plan includes each of the positions identified and
approved for city employment. The plan outlines essential job functions,required knowledge, skills, and
abilities, minimum qualifications, and preferred qualifications. Following the development of the job
description, the required skills, education, experience, responsibilities, and authority are graded against a
matrix developed by our plan designer Riley,Dettmann &Kelsey,LLC to identify the projected pay
grade in relationship to other positions within our plan. Staff then tests the proposed pay scale against
the League of Minnesota Cities Salary Survey to ensure marketability.
In anticipation of the approval of the 2015 budget, and in order to begin recruiting for this position as
soon as possible, the Human Resource Technician position description is prepared for approval. The
position is in the proposed 2015 budget.
After the position description and the 2015 budget request are approved,we will begin recruitment with
the intent to hire as early in 2015 as possible.

Position Summary
The Human Resources Technician provides confidential administrative, technical, and clerical
support to the Human Resources Division.
Essential Functions
1. Assists with the administrative functions of the division.
A. Ensures compliance with records retention schedules and law.
B. Performs research and other related functions as apparent or delegated.
C. Conducts and completes surveys and requested employment verifications.
D. Maintains computerized and paper personnel and other confidential files.
E. Ensures all legally-required documents are posted on employee bulletin boards.
F. Records COBRA payments and requests monthly premium checks.
G. Schedules appointments for the city's CDL Controlled Substance and Alcohol
Random Testing Program. Annually verifies status of all CDL driver's licenses.
H. Assists in organizing training by arranging for equipment and preparing materials.
I. Composes various employee communications including letters,memos, emails,
intranet postings,posters, etc.
J. Assists in the administration of personnel policies, union contracts, and employment
law.
K. Assists with managing the annual performance review process.
2. Assists with recruitment and staffing activities.
A. Assists in the preparation and distribution of recruitment materials.
B. Prepares and sends applicant correspondence.
C. Schedules interviews.
D. Prepares new employee packets and ensures completion of all required material.
E. Assists with new employee orientation.
F. Enters new employees into payroll system.
3. Assists with the administration of the city's benefits and retirement plans.
A. Assists with the preparation and collection of annual enrollment materials.
B. Assists employees with enrollment questions.
C. Assists with mid-year changes and enrollments.
D. Balances and makes payments to insurance vendors.
E. Maintains Dependent Care and Medical Reimbursement accounts and authorizes
requests for payment.
F. Leads the Heath Rewards Program Committee to plan, develop, and present annual
health and wellness training and events.
G. Leads the Employee Recognition Committee to provide annual employee event.

4. Performs other essential job duties.
A. Regular and timely work attendance.

Required Knowledge, Skills, and Abilities
❑ Knowledge of human resource functions and customer service.
❑ Knowledge of standard office practices,procedures,and equipment.
❑ Skill in the use of Microsoft Office applications, especially Outlook,Word, and Excel.
❑ Skill in organizing work,prioritizing, and multi-tasking to effectively meet deadlines.
❑ Ability to maintain confidential and sensitive information. Handles confidential information
appropriately.
❑ Ability to analyze moderately complex information and process and prepare accurate reports
and correspondence.
❑ Ability to establish and maintain effective working relationships with all city staff,vendors,
and the public.
❑ Ability to handle inquiries in a friendly, courteous, and professional manner.
❑ Ability to communicate clearly,both orally and in writing.
❑ Ability to read,write, and understand correspondence, memoranda, and directives.
Minimum Qualifications
❑ High school diploma or the equivalent.
❑ Two years of related work experience in a responsible administrative support position.
❑ Valid driver's license and good driving record.
Preferred Qualifications
❑ Experience in human resources,particularly public sector human resources.
❑ Experience with data practices law and data retention.
