I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider Agenda
Moved by Commissioner Nystrom and seconded by Commissioner Ahlness
to approve the November 12,2014 Parks and Recreation Commission meeting
agenda. Motion carried 7-0.
3. Consider Minutes
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to
approve the following September 30,2014 Parks and Recreation Commission
Work Session Minutes. Motion carried 7-0.
Moved by Commissioner Ahlness and seconded by Commissioner Sagan to
approve the following October 8,2014 Parks and Recreation Commission
Regular Meeting Minutes. Motion carried 7-0.
4. Open Forum
Nate Benkofstze, 15470 County Road 35,Elk River,MN. Stated he believed that the
Houlton Farm should be open to hunting. Located in an area that is great for
wildlife. Good opportunity for the area to come together.
Debbie Rydberg,Elk River Chamber requested that there be no ice this year around
the outside of the hockey rinks at Handke Pit for their Shiver event.

5.2 Spooktacular Presentation
Mr. Benoit presented a slideshow of the 2014 Family Spooktacular event.
5.1 Eagle Scout Project Presentation
Trent Modeen presented his Eagle Scout project; create a new access trail in
Woodland Trails Park from Vernon Ave. to the Great Northern Trail.
6.1 River's Edge Commons Park Paver Project
Ms. Fischer presented a slideshow sharing concerns of the deteriorating pavers in
downtown and what the restoration options could be to replace the pavers and
improve storm water runoff. The presentation also first made to City Council on
November 3 included five options. The fifth option was preferred by City Council,
which is to replace the pavers at the crosswalks and at the top of the alley, and then
close the remainder of the alley and expand the park. Expanding the park includes
increasing the seating capacity and removing the trees between the alley and the park.
Mr. Hecker mentioned that the design services for this option would be presented to
the Commission at the December Commission meeting.
6.2 Handke Ice Rink Rental
Mr. Benoit presented his staff report.
Commissioner Anderson shared that the hockey rinks are larger this year than in the
past and that there will be no space left for open skating,proposing to only flood the
inside rink area.
Commissioner Niziolek stated that it is imperative to offer open skate opportunities
as well as hockey.
7.1 Park Dedication for the Clark Addition Plat (P 14-08)
Mr.Leeseberg presented his staff report.
Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to
recommend to City Council to accept staff recommendation that park
dedication be paid for one (1) dwelling unit at the rate applicable at the time
the lot split is released for recording. The 2014 rate for residential is $3,712 per
dwelling unit. Motion carried 7-0.
7.2 Park Dedication for Reg Powell Lot Split (LS 14-05)
Mr. Leeseberg presented his staff report.

Moved by Commissioner Ahlness and seconded by Commissioner Nystrom
to recommend to City Council to accept staff recommendation that park
dedication be paid for one (1) dwelling unit at the rate applicable at the time
the lot split is released for recording. The 2014 rate for residential is $3,712 per
dwelling unit. Motion carried 7-0.
7.3 Houlton Farm Planning Committee Commission Member
Nomination
Mr. Hecker presented his staff report.
Commissioner Sagan nominated Commissioner Anderson due to his past experience.
Moved by Commissioner Sagan and seconded by Commissioner Nystrom to
nominate Commissioner Anderson to serve on the Houlton Farm Planning
Committee. Motion carried 6-0.
Commissioner Niziolek suggested adding a student onto the committee.
7.4 Art Committee Commission Member Nomination
Mr. Hecker presented his staff report.
Commissioner Sagan nominated Commissioner Niziolek.
Moved by Commissioner Holmgren and seconded by Commissioner
Nystrom to nominate Commissioner Nystrom to serve on the Public Art
Installation Judging Panel. Motion carried 6-0.
8. Parks and Recreation Director Report
Mr. Hecker presented his staff report adding that the DNR would like to put an
interpretive sign regarding the Scientific Islands that are across from the park where
the new benches are located.
9. Division Manager's Reports
Mr. Benoit presented his staff report.
10. Parks and Recreation Master Plan Update
Lil Lathem presented a short slideshow of the Parks and Recreation Master Plan.
