Background/Discussion
City Council was presented with various options at the November 3 meeting to replace the pavers at
Rivers Edge Commons Park. After five options were presented,they directed staff to pursue the fifth
option,which was closing the alley and expanding the park. These same options were also presented by
Suzanne Fischer at the November 12 Parks and Recreation Commission meeting.
A proposal to develop design options for the expansion of Rivers Edge Commons Park is attached. This
project represents a unique opportunity to make Elk River's most visible park an even better one by
providing for additional event capacity,strengthening the image of the park edges,and enhancing the
storm water functionally of the park and adjacent areas. It would also include conceptual dock concepts
which the City Council has requested staff review.
Financial Impact
The cost to perform the design services is $13,500. This is recommended to be part of the 2015 Park
Improvement Fund,and has been added to the list of project that the Commission approved in October.
Without knowing the final complexities of the preferred design direction,it is difficult to accurately
estimate the required final design and construction costs for 2015. Typically, fees for final design and
construction documents range from 9% to 14% of the project construction budget. The budget for the
actual construction of the park expansion would most likely come from a funding source other than the
Park Improvement Fund.

Dear Michael,
HKGi has prepared the following proposal to assist the City of Elk River in developing
design options for the expansion of Rivers Edge Commons Park in downtown Elk River.
The project represent a unique opportunity to make a great park even better by providing for
additional event capacity for visitors to enjoy the popular concert series, strengthening the
image of the park edges, and enhancing the storm water functionality of the park.
HKGi has a strong history of developing plans that are both creative in their approach while
respecting the inherent qualities of a place. We are confident that our approach,combined
with our previous design experience at Rivers Edge Commons will bring value to your
project and will result in a creative solution that reinforces the role of the park as an
important public space in downtown Elk River.
Our approach involves developing(2)design alternatives that incorporate the general intent
of the diagrams presented recently to the Park and Recreation Commission. The design
alternatives will explore in more detail the re-use of the western edge of the park,including
specific grading implications of the repurposing of the alley space and lower drive area.
Differing paving,planting,and retaining wall options will be explored to ensure that the park
expansion respects the initial design intent of the park. General storm water concepts and
best management practices will also be incorporated into each design alternative.Access
options from the lower park plaza to the river including conceptual dock concepts will be
included in the over park expansion design alternatives.
The following scope of services identifies the process we propose to complete this initial
design phase of your project:
Schematic Design and Design Development
Task 1 Compile existing base data including previous CAD files and survey to
review whether additional survey work needs to be coordinated.

Task 2 Develop(2)design concepts incorporating the expanded park area into the
adjacent plaza,additional seating space,retaining walls and stabilization of
the sloped planting area between the parking terraces,and the addition of
storm water enhancements related to runoff from the adjacent paved areas.
Designs to include the configuration of paving areas,general wall and
terracing approaches,planting concepts,and conceptual storm water
improvements,and dock and access options from the lower plaza area of the
park to the water's edge.
Task 3 Present the design concepts to staff(working meeting with parks,
community development,and engineering staff)and refine them based on
comments.
Task 4 Present the updated concepts to the Park and Recreation Commission for
input and the selection of a preferred approach.
Task 5 Refine the preferred approach(design development)to include specific
materials and construction systems to provide enough detail to determine
probable project construction costs.
Task 6 Review and Prioritize-Meet with staff to review the preferred approach and
related probable costs. Determine available funding sources and define a
2015 project scope based on priorities and funding.
Final Design and Construction Documents
Task 7 Based on the approved preferred design concept for the park expansion,
HKGi will work with City staff to estimate the time and related fees to
compile the related constructions documents(plans and specifications)for
the 2015 project. Without knowing the final complexities and budget of the
preferred design direction,it is difficult to accurately estimate the required
plans,details,and specifications required for the 2015 project. Typically,
fees for similar projects range from 9%to 14% of the project construction
budget for the compilation of construction documents(plans,details,and
specifications)

Potential Additional Services if required
• Meetings with DNR and NPS to determine feasibility of water access
facilities(permanent or seasonal dockage)at park frontage on the
Mississippi River.
• More detailed docking system analysis and feasibility based on initial
agency feedback.
• Additional meetings with staff,Commissions,or Council
• Engineering support related to civil/storm water,electrical modifications,or
structural design if needed during the design of the final park features.
• Coordination of additional survey related information if deeded required
