Background/Discussion The 2015 budget includes the new position of building maintenance technician which replaces the Building Maintenance Division's laborer position. Attached is the position description for your approval. The pay grade has been determined based upon our compensation plan evaluation system and tested against the League of Minnesota Cities Salary Survey. Financial Impact This position is in the 2015 budget. Attachments ■ Building Maintenance Technician Position Description P0WInII a Template Updated 4/14 [NATUREJ City of City of Elk River Elk Building Maintenance Technician River Position Description Department/Division: Immediate Supervisor: Public Works/Building Maintenance Building Maintenance Supervisor Pay Grade: FLSA Status: Last Updated: (date) 5 Non-Exempt 12/2014 Positions Supervised: N/A Position Summary The Building Maintenance Technician performs building system operation, routine maintenance and repair in and around city facilities; assists with building cleaning and exterior grounds maintenance. Fills in in the absence of Building Maintenance Assistant. Responds to emergency call out Essential Functions 1. Assists in monitoring the maintenance of electrical,plumbing, heating, air conditioning and other mechanical systems. A. Operates seasonal controls for city buildings,i.e. heating and air conditioning. B. Performs maintenance on all heating,ventilating and air conditioning (HVAC) units. C. Changes filters, cleans coils and condensers in HVAC units for city buildings as applicable. Reports problems to supervisor immediately. D. Tests and maintains diesel powered, standby generators. E. Maintains security and camera systems. F. Communicates issues or recommendations to supervisor. 2. Performs routine interior and exterior maintenance and repair services. A. Paints areas that have been worn,damaged or repaired. B. Performs minor plumbing repairs and installations. C. Performs minor electrical repair. D. Maintains all lighting including fluorescent, emergency, exit and outside lights & timers. E. Performs minor carpentry. F. Performs other general minor repairs. 3. Assists in coordinating and monitoring contractors or custodial employees. A. Assists in providing work direction and schedules for building cleaners. B. Maintains cleaning equipment (vacuums, buffers,polishers, etc.) C. Assists in maintaining product inventory of towels, toilet tissue, soaps,light bulbs, and other necessary supplies, equipment,and parts. 4. Performs light duty grounds maintenance. A. Clears snow from parking lots, sidewalks, and entrance areas of city facilities. B. Assists in coordinating and performing summer turf and landscaping maintenance and upkeep including irrigation systems. Page 1 5. Performs other essential job duties. A. Regular and timely work attendance. B. Follows all safety procedures. C. Participates in safety training. D. Coordinates and performs set-ups for meetings (tables, chairs, etc.). E. Provides cleaning and janitorial duties as needed or assigned. Required Knowledge, Skills, and Abilities ❑ Knowledge of the practices,procedures, equipment,chemicals and materials used in building maintenance. ❑ Knowledge of basic maintenance work (including carpentry,diesel powered standby generators,plumbing, electrical and heating systems). ❑ Knowledge of basic computer functions and computerized climatic control system. ❑ Skilled in the safe operation of hand and power tools and building maintenance equipment. Requires the ability to wear and use all safety equipment as necessary. ❑ Ability to work independently and prioritize duties. ❑ Ability to establish and maintain effective working relationships with coworkers,vendors and the public. ❑ Ability to read,understand, and follow written and oral instructions,including safety rules. ❑ Ability to comprehend, calculate,problems solve, and consult relevant sources and manuals. ❑ Ability to lift and carry heavy objects, climb, crawl, stand,bend,reach and manipulate objects and equipment requiring manual dexterity as needed to perform duties. ❑ Ability to perform strenuous physical labor under adverse environmental conditions. ❑ Ability to supervise employees. ❑ Ability to lift 50 pounds. Minimum Qualifications ❑ High school diploma or equivalent. • Valid driver's license and good driving record. • State of Minnesota Special Boiler's license. ❑ Basic computer skills. ❑ One year building maintenance experience or related field. ❑ Ability to respond to alarms and emergencies during non-work hours. Preferred Qualifications ❑ Class B Commercial Driver's License. • Computer based control system experience. • Supervisory experience. • Technical school training in a related field. • Experience with energy management systems. • Experience working with HVAC contractors to troubleshoot issues and recommendations.
